By comparing their political decision-making processes, this book explores the factors behind their differences. Adaptation to the changing climate is critical to human society and water is the principal medium through which climate change will affect us. Due to high levels of industrialization and population density, flood control is a high priority in both countries' adaptation plans. While South Korea has maintained its engineering-oriented flood control policy for river management, Germany has turned its direction from its long-standing technical approach to more nature-based solutions. The evidence of this study indicates that policy change and stability is the result of discourse and institutional interaction, and thus emphasizes the validity of discursive institutionalism. This book clearly explains why certain policies are adopted for water management and it will be an invaluable contribution to the expanding literature on the socio-political aspects of climate change adaptation. Yi hyun Kang is a postdoctoral researcher at the Université Saint-Louis - Bruxelles, Belgium. She earned her PhD at the Technical University of Munich, Germany with her dissertation on climate change adaptation policies of South Korea and Germany. Yi hyun's research interests focus on the decision-making process of environmental politics. These research interests developed from her professional work experiences in journalism, research, and international development sectors.

It is based on the use of Information and Communication Technology (ICT) to provide real-time, automated data to resolve water challenges. Many of these technologies are complex and costly, however, and the approach tends to overlook cheaper and less high-tech (softer) approaches to address the same problems. Yet there may be opportunities for using them even in resource short rural communities in developing countries. The book includes examples of SWM systems in practice in diverse locations from Korea, Mexico, Paris, the Canary Islands and southern Africa, aimed at addressing a diverse set of problems, including monitoring water supply to refugees. Critical voices highlight the need for smart institutions to accompany smart technologies, the absurdity of applying SWM to dysfunctional legacy infrastructure systems, whether its adoption raises moral hazards, and whether SWM is the latest example of hegemonic masculinity in water management. Book excerpt: Urban population growth dramatically alters material and energy fluxes in the affected areas, with concomitant changes in landscape, altered fluxes of water, sediment, chemicals and pathogens and increased releases of waste heat. These changes then impact on urban ecosystems, including water resources and result in their degradation. Such circumstances make the provision of water services to urban populations even more challenging. Changing weather patterns, rising temperature and large variations in precipitation contr- ute to increased damages, caused by weather related disasters, including floods. Ones of the major contributors to increasing flood peaks are land use changes and particularl- urban development. Consequently, there is a need to look for low environmental impact land development and to manage runoff in urban areas by storm water management. Much progress in the management of urban waters has been achieved in the most - vanced jurisdictions, but much more remains to be done. In this respect the EC Water Framework Directive can provide some guidance. Urban water management issues are particularly important in the countries in transition in Central and Eastern Europe. During the last decade political, economical and social changes in the countries under transition have influenced almost every element of the public sector, including water services. There is an urgent need for exchange of information among various countries on this issue and for identification of best approaches to achieving this transition.
