There is also the need to rapidly establish baselines, assess and start monitoring progress on sustainability, emerging as result of the action taken. To aid in this effort, this paper provides a short list of expected transformations (under each of the three sustainability pillars) for guiding the planning and implementation of policy, governance and practice-level actions. Gender and indigenous people’s rights and knowledge will be considered cross-cutting issues. The expected transformations will be shared with and agreed by dryland experts and practitioners and will be complemented with additional relevant information sources and indicators. However, it is recommended that national and subnational governments, programmes, projects and individual practitioners and experts define the indicators they will use for measuring their own progress towards the expected transformations, based on the availability of data and specific national and local conditions.The paper will also present case studies portraying actions that have led to progress in sustainability and are directly related to the expected transformations. A related policy brief Blooming Drylands will complement the paper and offer practical recommendations on how policymakers can reach the expected transformations.

Water is among the top 5 global risks in terms of impacts, which would be far reaching beyond socio-economic challenges, impacting livelihoods and wellbeing of the people. As freshwater resources and population densities are unevenly distributed across the world, some regions and countries are already water scarce. Water scarcity is expected to intensify in regions like the Middle East and North Africa (MENA), which has 6% of the global population, but only 1% of the world’s freshwater resources. Climate change adds to this complexity as it is leading to rainfall uncertainty and extended droughts periods, mostly in arid areas. Increasing water scarcity is now recognized as a major cause of conflict, social unrest and migration and at the same time water is increasingly considered as an instrument for international cooperation to achieve sustainable development. Tapping and assessing sustainably every available option in water-scarce areas is needed as pressure continues to build on limited water resources. The stark fact is that conventional water provisioning approaches relying on snowfall, rainfall and river runoff are not enough to meet growing freshwater demand in water-scarce areas. Water-scarce countries need a radical re-think of water resource planning and management that includes the creative exploitation of a growing set of viable but unconventional water resources for food production, livelihoods, ecosystems, climate change adaption, and sustainable development. Unconventional water resources are generated as a by-product of specialized processes; need suitable pre-use treatment; require pertinent on-farm management when used for irrigation; or result from a special technology to collect/access water.

At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Water resources--sometimes scarce, often damaged, and always under-valued--are among the major reasons why food and water security rank high every year in the World Economic Forum's major global risk analysis. A stable and sustainable food system is critical to society's survival. This Handbook shows that keeping the food system stable comes at the expense of the environment, especially of water resources and those who consume and manage them. The way the food system operates reflects hard political realities. Rather than pay for the environmental costs of sustainable production, society expects food at ever lower prices. Governments reflect their electorates in this regard. Given that farm production may account for as little as 10% of the food value chain in wealthy economies, it is striking that governments have been unwilling (or unable) to put in place the essential laws and accountability that would enable famers to ensure both production and stewardship. Corporate food traders, food manufacturers, and retailers on the other hand operate in markets that make profits and pay taxes. But these corporations are not contractually bound to utilize highly nutritious, sustainably produced food commodities.
