There has been a lot of attention in the field of public administration paid to policy transfer and institutional transplantation. This book aims to create a better understanding of such transfers in the water management sector. These include the adoption of modern water management concepts, such as integrated water resources management and forms of water governance, which are strongly promoted and sometimes also imposed by various international organizations. Transfers also occur within the scope of development aid or for the purpose of creating business opportunities. In addition, many research organisations, consultancies and governmental agencies are involved in cross-border work. The purpose of this book is therefore to present practical examples of the transfer of modern water management from one locality to another and to critically discuss the transferability of policy and governance concepts by analysing the contextual needs and factors. Case studies are included from North America, Europe, the Middle East and Asia. It is argued that in many cases context matters in water management and that there is no panacea or universal concept that can be applied to all countries or regions with different political, economic, cultural and technological contexts. Yet it is also shown that some countries are facing pressing and similar water management issues that cut across national borders, and hence the transfer of knowledge may be beneficial.

The vast arid and semi-arid regions of the Middle East and North Africa region (MENA) constitute 85% of the region's land area and are home to approximately 60% of the region's population. Limited water resources pose severe constraints on people's economic and social progress, testing their resilience and threatening their livelihoods. Rainfall is not only scarce and unpredictable, but the region is also subject to frequent and severe droughts. Available surface water is declining and the over-pumping of groundwater beyond natural recharge rates is occurring, lowering the water table and causing an increase in groundwater salinity and ecological degradation. Water Demand Management (WDM) is about governance and tools that motivate people and their activities to regulate the amount and manner in which they access, use and dispose of water to alleviate pressure on freshwater supplies. It is also about protecting water quality. The development and promotion of such WDM practices, primarily for governments in the Middle East and North Africa (MENA) region, have constituted the core objectives supported by Canada's International Development Research Centre (IDRC) and its partners through the Water Demand Management Forums. Managing Water Demand provides a comprehensive account of the tools used to manage water demand in the MENA region. A critical review is presented of the efficacy of WDM techniques in the areas of wastewater reuse, water valuation, public-private partnerships and decentralization, and participatory irrigation management. Book excerpt: Despite massive infrastructure investments, countries in the Middle East and North Africa (MENA) region continue to face unprecedented water scarcity due to climate change, population growth, and socioeconomic development. Current policy regimes for managing water across competing needs are primarily determined by state control of large infrastructure. Policy makers across the region understand the unsustainability of water allocations and that increasing investments in new infrastructure and technologies to increase water supply place a growing financial burden on governments. However, standard solutions for demand management—reallocating water to higher value uses, reducing waste, and increasing tariffs—pose difficult political dilemmas that, more often than not, are left unresolved. Without institutional reform, the region will likely remain in water distress even with increased financing for water sector infrastructure.The Economics of Water Scarcity in the Middle East and North Africa: Institutional Solutions confronts the persistence and severity of water scarcity in MENA. The report draws on the tools of public economics to address two crucial challenges facing states in MENA: lack of legitimacy and trust. Evidence from the World Values Survey shows that people in the region believe that a key role of government is to keep prices down and that governments are reluctant to raise tariffs because of the risk of widespread protests. Instead of avoiding the “politically sensitive†? issue of water scarcity, this report argues that reform leaders and their external partners can reform national water institutions and draw on local political contestation to establish a new social contract. The crisis and emotive power of water in the region can be used to bolster legitimacy and trust and build a sustainable, inclusive, thriving economy that is resilient to climate change.

Book excerpt: Water governance has been identified as a crucial component to improving conditions and balancing supply and demand of water resources in the water-scarce Middle East North Africa (MENA) region. Finding a method for, and commencing the process of, evaluating water governance is thus imperative. This study analyzes the potential to assess national capacity for water governance through analysis of institutional legal and policy documents relevant to water resources, using Jordan as a case study. Usefulness and completeness of the methodology, as well as findings for Jordan are presented. Several elements of the analysis framework applied appear to be analyzable using this method; others may be ambiguous or require an alternate mode of assessment, such as government or citizen perceptions. Of the analyzable elements of water governance, Jordan demonstrates high capacity for organization in the water sector, water quality regulation, enforcement of water rights limits, infrastructure development and maintenance/operation, use of incentives and sanctions, and collecting and utilizing water data. There is also some evidence that Jordan is moving toward a more participatory and transparent governance process. Potential challenges exist for allocation, particularly where water rights trades are involved, as well as water service related responsibilities, such as enforcing standards and issuing concessions to private service providers.

Integrated Water Resources Management (IWRM) is internationally accepted as a toolbox to achieve these objectives. However, implementation of the IWRM-approach is still lacking, especially in developing countries and transitional economies. This study poses the central question of what kind of governance is necessary to achieve an integrated management of water resources. Evaluating the concept from a regional perspective, three case studies have been conducted in Yemen, Jordan and Syria to identify the main governance challenges during the IWRM-process and develop strategies on how to meet them, aiming to improve the practical applicability of the theoretical framework of IWRM in the Middle East.

All these changes will make water governance more complex than ever before witnessed in human history. Improving water governance will require good and objective analyses of case studies from different parts of the world as to what has worked, why and the enabling environments under which good governance has been possible. The present volume analyses case studies of good water governance from different parts of the world, and for different water use sectors. It concludes with an analysis of the critical issues that should be considered for water governance and a priority research agenda for improving water governance in the future. This book was published as a special issue of the International Journal of Water Resources Development.
