Apart from looking at the role of water and sanitation for human well-being, it proposes alternative and more locally appropriate ways to address complex water management and governance challenges from the local to global levels against a backdrop of growing uncertainties. The authors challenge mainstream supply-oriented and neo-Malthusian visions that argue for the need to increase the land area under irrigation in order to feed the world’s growing population. Instead, they argue for a reframing of the debate concerning production processes, waste, food consumption and dietary patterns whilst proposing alternative strategies to improve water and land productivity, putting the interests of marginalized and disenfranchized groups upfront. The book highlights how accessing water for FSN can be challenging for small-holders, vulnerable and marginalized women and men, and how water allocation systems and reform processes can negatively affect local people’s informal rights. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Book excerpt: We characterize the domestic production and imports of food by a country under two scenarios, namely: food security and welfare maximization, in a model with an exogenously given probability of occurrence of an embargo or other sources of supply disruption on the international grain market, e.g., a natural catastrophe. In our framework, food security means relying on domestic production and considering imports only if available water is not enough to ensure enough food to citizens. We compare the volume of expected water used in domestic production, expected level of imports, as well as the expected welfare under these different scenarios. By doing so, we provide a measure to the cost of a food security policy.

To discuss these issues in-depth, the International Food Policy Research Institute, the Third World Centre for Water Management, Mexico, and the Tropical Agricultural Research and Higher Education Center (CATIE), Costa Rica, held a three-day International Conference on “Globalization and Trade: Implications for Water and Food Security,” at CATIE’s Turrialba, Costa Rica, headquarters under the auspices of the CGIAR Challenge Program on Water and Food in 2005. The workshop set out to identify the major risks and emerging issues facing developing countries related to global economic and environmental change impacts on water and food security.

Recent research reporting that a one degree Celsius rise in temperature can reduce grain yields by 10 per cent means that energy policy is now directly affecting crop production. Agriculture is a water-intensive activity and, while public attention has focused on oil depletion, it is aquifer depletion that poses the more serious threat. There are substitutes for oil, but none for water and the link between our fossil fuel addiction, climate change and food security is now clear. While population growth has slowed over the past three decades, we are still adding 76 million people per year. In a world where the historical rise in land productivity has slowed by half since 1990, eradicating hunger may depend as much on family planners as on farmers. The bottom line is that future food security depends not only on efforts within agriculture but also on energy policies that stabilize climate, a worldwide effort to raise water productivity, the evolution of land-efficient transport systems, and population policies that seek a humane balance between population and food. Outgrowing the Earth advances our thinking on food security issues that the world will be wrestling with for years to come.

Thus, urgent action is needed to make water use in agriculture more sustainable and equitable. Irrigated agriculture remains by far the largest user of freshwater, but scarcity of freshwater is a growing problem owing to increasing demand and competition for freshwater resources. At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Based on this, the publication provides guidance on how countries can prioritize policies and interventions to overcome water constraints in agriculture, while ensuring efficient, sustainable and equitable access to water.

Book excerpt: The U.S. food system provides many benefits, not the least of which is a safe, nutritious and consistent food supply. However, the same system also creates significant environmental, public health, and other costs that generally are not recognized and not accounted for in the retail price of food. These include greenhouse gas (GHG) emissions, soil erosion, air pollution, and their environmental consequences, the transfer of antibiotic resistance from food animals to human, and other human health outcomes, including foodborne illnesses and chronic disease. Some external costs which are also known as externalities are accounted for in ways that do not involve increasing the price of food. But many are not. They are borne involuntarily by society at large. A better understanding of external costs would help decision makers at all stages of the life cycle to expand the benefits of the U.S. food system even further. The Institute of Medicine (IOM) and the National Research Council (NRC) with support from the U.S. Centers for Disease Control and Prevention (CDC) convened a public workshop on April 23-23, 2012, to explore the external costs of food, methodologies for quantifying those costs, and the limitations of the methodologies. The workshop was intended to be an information-gathering activity only. Given the complexity of the issues and the broad areas of expertise involved, workshop presentations and discussions represent only a small portion of the current knowledge and are by no means comprehensive. The focus was on the environmental and health impacts of food, using externalities as a basis for discussion and animal products as a case study. The intention was not to quantify costs or benefits, but rather to lay the groundwork for doing so. A major goal of the workshop was to identify information sources and methodologies required to recognize and estimate the costs and benefits of environmental and public health consequences associated with the U.S. food system. It was anticipated that the workshop would provide the basis for a follow-up consensus study of the subject and that a central task of the consensus study will be to develop a framework for a full-scale accounting of the environmental and public health effects for all food products of the U.S. food system. Exploring Health and Environmental Costs of Food: Workshop Summary provides the basis for a follow-up planning discussion involving members of the IOM Food and Nutrition Board and the NRC Board on Agriculture and Natural Resources and others to develop the scope and areas of expertise needed for a larger-scale, consensus study of the subject.
