The report explores several instruments to enhance the financing of water services in Indonesia, such as the advantages and disadvantages of uniform water tariffs, independent economic regulation, pollution charges and demand management instruments. The report recommends the utilisation of land value capture as an additional source of financing. It also explores how water information systems for disaster response, flood forecasting and early warning can reduce flood disaster risk. The National Dialogue on Water in Indonesia is part of a regional initiative with the Ministry of Environment of the Republic of Korea, the Asia Water Council and the OECD.

Climate change is further worsening the impacts of existing risks and introducing new ones. It is imperative that countries need to invest more in disaster risk reduction (DRR) as well as climate change adaptation (CCA) not only to minimize their impacts but also to build resilience. To date, various international arenas have recommended increasing investment in DRR. The Sendai Framework for DRR, adopted by the UN member states in 2015 during the Third UN World Conference on DRR, emphasizes investment as a priority for decreasing disaster risks and losses. The Yangon Declaration set the goal of doubling investment to address water-related disasters. However, most countries are not able to proactively invest enough in DRR. Understanding the current scale and estimate of investment and its effects is crucial for promoting DRR investment, but such information and estimates are rarely available. This book examines the current investment trends and issues in DRR and CCA. Based on specific case studies, field data and evidence, the book identifies challenges in increasing investment and recommends various investment policies and innovative approaches to sustainable progress towards a resilient future. Book excerpt: In 1999 natural catastrophes and man-made disasters claimed more than 105,000 lives, 95 percent of them in the developing world, and caused economic losses of around US$100 billion. In 1998 the twin disasters of the Yangtze and Hurrican Mitch accounted for two-thirds of the US$65 billion loss. The geographical areas affected may vary, but one constant is that the per capita burden of catastrophic losses is dramatically higher in developing countries. To respond to an increased demand to assist disaster rcovery programmes, the World Bank set up the Disaster Management Facility in 1998, to help provide the Bank with a more rapid and strategic response to disaster emergencies. The DMF focuses on risk identification, risk reduction, and risk sharing/transfer, the three major topics in this volume. The DMF also promotes strategic alliances with key private, government, multilateral and nongovernmental organisations to ensure the inclusion of disaster risk reduction as a central value of development. The most important of these partnerships is the ProVention Consortium, launched in February 2000, based on the premise that we must all take responsibility for making the new millennium a safer one.
