A dedicated Sustainable Development Goal (SDG 6) declares a commitment to "ensure availability and sustainable management of water and sanitation for all." Monitoring progress toward this goal will be challenging: direct measures of water and sanitation service quality and use are either expensive or elusive. However, reliance on household surveys poses limitations and likely overstated progress during the Millennium Development Goal period. In Innovations in WASH Impact Measures: Water and Sanitation Measurement Technologies and Practices to Inform the Sustainable Development Goals, we review the landscape of proven and emerging technologies, methods, and approaches that can support and improve on the WASH indicators proposed for SDG target 6.1, "by 2030, achieve universal and equitable access to safe and affordable drinking water for all," and target 6.2, "by 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations." Although some of these technologies and methods are readily available, other promising approaches require further field evaluation and cost reductions. Emergent technologies, methods, and data-sharing platforms are increasingly aligned with program impact monitoring. Improved monitoring of water and sanitation interventions may allow more cost-effective and measurable results. In many cases, technologies and methods allow more complete and impartial data in time to allow program improvements. Of the myriad monitoring and evaluation methods, each has its own advantages and limitations. Surveys, ethnographies, and direct observation give context to more continuous and objective electronic sensor data. Overall, combined methodologies can provide a more comprehensive and instructive depiction of WASH usage and help the international development community measure our progress toward reaching the SDG WASH goals.

The problems are exacerbated through drought in many parts of the world. The improvement of the water quality itself and access to it have been major concerns for politicians and development agencies for over a decade. First officially formulated at the Rio Earth Summit of 1992, they have been restated or expanded since then. The UN Millennium Declaration of 2000 transformed general guidelines into specific targets. The international community pledged "to halve by 2015 the proportion of people who are unable to reach, or to afford, safe drinking water" and "to stop the unsustainable exploitation of water resources, by developing water management strategies at the regional, national and local levels, which promote both equitable access and adequate supplies." Thus, ten years after Rio it is time to take stock. Based on the collective inputs of 23 United Nations agencies and convention secretariats, this Report offers a global overview of the state of the world's freshwater resources. It is part of an on-going assessment process to develop policies and help with their implementation as well as to measure any progress towards achieving sustainable use of water resources. Generously illustrated with more than 25 full-color global maps and numerous figures, the report reviews progress and trends and presents seven pilot case studies of river basins representing various social, economic and environmental settings: Lake Titicaca (Bolivia, Peru); Senegal river basin (Senegal, Mali, Mauritania, Guinea); Seine Normandy (France); Lake Peipsi/Chudskoe (Estonia, Russia); Ruhuna basin (Sri Lanka); Greater Tokyo region (Japan); and Chao Phraya (Thailand). It assesses progress in 11 challenge areas, including health, food, environment, shared water resources, cities, industry, energy, risk management, knowledge, valuing water and governance. Proposing methodologies and indicators for measuring sustainability, it lays the foundations for regular, system-wide monitoring and reporting by the UN, together with the development of standardized methodologies and data. With its comprehensive maps, glossary, references and coverage of a broad range of themes and examples of real-world river basins, the UN World Water Development Report will no doubt prove to be a most valuable reference work. Book excerpt: Migration shapes the lives of those who move and transforms the geographies and economies of their points of departure and destinations alike. The water sector, and the availability of water itself, implicitly and explicitly shape migration flows. Ebb and Flow: Volume 1. Water, Migration, and Development presents new global evidence to advance our understanding of how fluctuations in water availability, as induced by rainfall shocks, influence internal migration, and hence regional development. It finds that cumulative water deficits result in five times as much migration as water excess does. But there are important nuances in why and when these events lead to migration. Where there is extreme poverty and migration is costly, water deficits are more likely to trap people than induce them to migrate. Water shocks can also influence who migrates. Workers leaving regions because of water deficits are often less advantaged than typical migrants and bring with them lower skills, raising important implications for the migrants themselves and receiving regions. Cities are the destination of most internal migrants, but even here, water scarcity can haunt them. Water shortages in urban areas, which lead to so-called day zero events, can significantly slow urban growth and compound the vulnerability of migrants. No single policy can be completely effective at protecting people and their assets from water shocks. Instead, the report puts forth a menu of overlapping and complementary policy options that target both people and places to improve livelihoods and turn water-induced crises into opportunities for growth. A key message is that policies that focus on reducing the impacts of water shocks must be complemented by strategies that broaden opportunities and build the longterm resilience of communities. Doing so will give individuals more agency to determine the best outcome for themselves and to thrive wherever they may choose to locate.

It has been prepared by a team of FAO staff and consultants in the framework of the project "Coping with water scarcity - the role of agriculture", and has been discussed at an Expert Consultation meeting organized in FAO, Rome, during the period 14-16 December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Today, approximately one-third of the world's population lives in areas with scarce water resources. Nearly one billion people currently lack access to an adequate water supply, and more than twice as many lack access to basic sanitation services. It is projected that by 2025 water scarcity will affect nearly two-thirds of all people on the planet. Recognizing that water availability, water quality, and sanitation are fundamental issues underlying infectious disease emergence and spread, the Institute of Medicine held a two-day public workshop, summarized in this volume. Through invited presentations and discussions, participants explored global and local connections between water, sanitation, and health; the spectrum of water-related disease transmission processes as they inform intervention design; lessons learned from water-related disease outbreaks; vulnerabilities in water and sanitation infrastructure in both industrialized and developing countries; and opportunities to improve water and sanitation infrastructure so as to reduce the risk of water-related infectious disease.
