It is early 2017 - the peak of the dry season in Cape Town - and Mario Carelse, the senior manager of water demand management at the City's Department of Water and Sanitation, is briefing his departmental executives on the state of water consumption and availability in order to develop a strategy for managing the limited water stocks. South Africa's Constitution ensures the right to water access for all citizens and a base quantity of free water is allocated for all. Yet the department is falling short of its goal to keep non-revenue water (NRW) usage below 20%, a threat to both environmental and economic sustainability. Ultimately, Carelse and his colleagues want to change consumer behaviour, but they are not yet sure how. The case follows their discussion as they process the key considerations for reducing water usage: the state of infrastructure and available resources, economic inequality across the population, the constitutional right to water access, and the relationship between the city and its citizens.

South Africa’s forestry sector has sat—often controversially—at the crossroads of policy and scientific debates regarding water conservation, economic development, and biodiversity protection. Bennett and Kruger show how debates about the hydrological impact of exotic tree planting in South Africa shaped the development of modern scientific ideas and state policies relating to timber plantations, water conservation, invasive species control, and biodiversity management within South Africa as well as elsewhere in the world. Forestry and Water Conservation in South Africa shows how scientific research on the impact of exotic and native vegetation led to the development of a comprehensive national policy for conserving water, producing timber, and protecting indigenous species from invasive alien plants. Policies and laws relating to forests and water began to change in the late 1980s and early 1990s as a result of political and administrative changes within South Africa. This book suggests that the country’s contemporary policies towards timber plantations, guided by the National Water Act of 1998, need to be reconsidered in light of the authors’ findings. Bennett and Kruger also call for more interdisciplinary research and greater emphasis on integrated policies and management plans for forestry, invasive alien plants, water conservation, and biodiversity preservation.

Chapter two examines the Southern Africa region’s efforts to combat water scarcity including principles, policies and strategies and the responsibility of each member to implement them. Written by the editor, J.P. Msangi, the chapter describes Namibia’s efforts to ensure management of scarce water. Beyond enacting management and pollution control regulations and raising public awareness, Namibia encourages research to ensure attainment of the requirements of both the SADC Protocol and its own water scarcity management laws. The next three chapters offer Namibia-based case studies on impacts of pollution on water treatment; on the effects of anthropogenic activities on water quality and on the effects of water transfers from dams upstream of Von Bach dam. The final chapter provides detailed summaries of the issues discussed in the book, highlighting conclusions and offering recommendations. Regions reliant on water supply from rainfed dams have always been vulnerable to the impact of drought. This is exacerbated by the uncertainty of future rainfall, which is never guaranteed, and reliance is placed on modelling using historic data. While weather has always been variable, climate has been generally reliable. With anthropogenic activity causing changes in climate, the validity of modelling based on history is currently not fully trusted. Unless the storage capacity is sufficient to carry through numerous seasons of poor rainfall, even with water restrictions to match demand and supply in times of depleted rainfall, the risk of reservoirs running dry remains a threat.

Across the globe on the North American continent, Arizona—a state in the southwestern United States bordering Mexico—relies significantly on the overallocated Colorado River, as well as on non-renewable groundwater supplies. For both regions, sustainable and cost-effective solutions clearly require innovative, multifaceted, and conflict-avoiding approaches. This volume is predicated on the role that “science diplomacy” can play in resolving difficult water-related issues. The history of natural-resources disputes confirms that the scientific approach can reveal ways to overcome division. Experience has shown that scientifically-trained experts who are sensitive to sociopolitical conditions can assist in developing and evaluating feasible water management solutions. The insights and expertise of a distinguished and diverse group of researchers fill these chapters. Contributors include established authorities as well as a number of budding scholars.
