Book excerpt: This paper presents a critical analysis of the water quality changes and their impacts on water resources within the Athi River Catchment and its implications of the people,Äôs livelihoods. The paper analyses the effects of land use activities on water quality in the headwater areas of the basin which has a profound impacts on the downstream water uses within the basin. The paper in addition makes an attempt to relate the impacts of human activities on water quality degradation trends within the basin against the available and potential water resources in the basin. The Athi River is the second largest in Kenya and traverses areas of diverse land use activities from the more agricultural head water areas through the industrial hub of Kenya in Nairobi to the Indian Ocean discharging its waters near Malindi town north of Mombasa. The paper gives a detailed analysis of the impacts of human activities on the water resources in regard to water quality degradation, pollution and mitigation measures. The study was based on field data collection and measurements and laboratory analysis. The researcher used 10 sampling points located within the Nairobi sub-basin and distributed along the river profile to examine the trends in water quality degradation and its implication on human livelihoods in the basin. The researcher noted a declining trend in water quality status downstream the river profile. A close analysis of the water situation in the basin paints a blink future on the available water resources in the basin against the projected water uses and increasing population compounded by the impacts of water pollution and climate change. This is likely to increase incidences of water shortage and food insecurity in many parts of the basin. The researcher recommends more investments in water harvesting infrastructure, environmental conservation and adoption of modern water management technologies.

Drought is a condition characterized by scarcity of precipitation and/or water quantity that negatively affects the global, regional and local land-scales. At both global and regional scales, drought frequency and severity have been increasing leading to direct and indirect decline in water resources. Increase in drought severity and frequency in the upper Tana River basin, Kenya, water resources systems have been adversely affected. Timely detection and forecasting of drought is crucial in planning and management of water resources. The main objective of this research was to formulate the most appropriate models for assessment and forecasting of drought using Indices and Artificial Neural Networks (ANNs) for the basin. Hydro-meteorlogical data for the period 1970-2010 at sixteen hydrometric stations was used to test the performance of the indices in forecasting of the future drought at 1, 3, 6, 9, 12, 18 and 24-months lead times, by constructing ANN models with different time delays. Drought conditions at monthly temporal resolution were evaluated using selected drought indices. The occurrence of drought was investigated using non-parametric Man-kendall trend test. Spatial distribution of drought severity was determined using Kriging interpolation techinique. In addition, a standard Nonlinear-Integrated Drought Index (NDI), for drought forecasting in the basin was developed using hydro-meteoroogical data for the river basin. The results of spaial drought show that the south-eastern parts of the basin are more prone to drought risks than the north-western areas. The book covers the five main economic infrastructure sectors--information and communication technology, irrigation, power, transport, and water and sanitation.'Africa's Infrastructure: A Time for Transformation' reflects the collaboration of a wide array of African regional institutions and development partners under the auspices of the Infrastructure Consortium for Africa. It presents the findings of the Africa Infrastructure Country Diagnostic (AICD), a project launched following a commitment in 2005 by the international community (after the G8 summit at Gleneagles, Scotland) to scale up financial support for infrastructure development in Africa. The lack of reliable information in this area made it difficult to evaluate the success of past interventions, prioritize current allocations, and provide benchmarks for measuring future progress, hence the need for the AICD.Africa's infrastructure sectors lag well behind those of the rest of the world, and the gap is widening. Some of the main--policy-relevant--findings highlighted in the book include the following: infrastructure in the region is exceptionally expensive, with tariffs being many times higher than those found elsewhere. Inadequate and expensive infrastructure is retarding growth by 2 percentage points each year. Solving the problem will cost over US$90 billion per year, which is more than twice what is being spent in Africa today.However, money alone is not the answer. Prudent policies, wise management, and soundmaintenance can improve efficiency, thereby stretching the infrastructure dollar. There is the potential to recover an additional US$17 billion a year from within the existing infrastructure resource envelope--simply by improving efficiency. For example, improved revenue collection and utility management could generate US$3.3 billion per year. Regional power trade could reduce annual costs by US$2 billion. And deregulating the trucking industry could reduce freight costs by one-half. So, raising more funds without also tackling inefficiencies would be like pouring water into a leaking bucket.Finally, the power sector and fragile states represent particular challenges. Even if every efficiency in every infrastructure sector could be captured, a substantial funding gap of $31 billion a year would remain. Nevertheless, the African people and economies cannot wait any longer. Now is the time to begin the transformation to sustainable development.

Empirical case studies from Kenya, Malawi, South Africa and Zimbabwe show how coexisting international, national and local regulations of water and sanitation respond to the ways in which different groups of rural and urban women gain access to water for personal, domestic and livelihood purposes. The authors, who are lawyers, sociologists, political scientists and anthropologists, explore how women cope in contexts where they lack secure rights, and participation in water governance institutions, formal and informal. The research shows how women - as producers of family food - rely on water from multiple sources that are governed by community based norms and institutions which recognise the right to water for livelihood. How these common pool water resources - due to protection gaps in both international and national law - are threatened by large-scale development and commercialisation initiatives, facilitated through national permit systems, is a key concern. The studies demonstrate that existing water governance structures lack mechanisms which make them accountable to poor and vulnerable water users on the ground, most importantly women. The findings thus underscore the need to intensify measures to hold states accountable, not just in water services provision, but in assuring the basic human right to clean drinking water and sanitation; and also to protect water for livelihoods.

However, the current trends of destruction of global fresh water source is alarming for sustainable development. The water use conflicts among different actors i.e. agriculture, industry and urbanization and pollution of surface/river water due to industrialization and other anthropogenic causes are too high in developing country. The 238 kilometer long Bangshi River is one of the important tributaries of the Barhamaputra-Jamuna river system in Bangladesh and main common property resource for local people particularly those of Ghughudia. The Banghsi River is being threatened because of EPZ (a special economic zone with huge tax subsidies and many other facilities to attract foreign investors) and pollution of other local industries. The concern in this study is to understand and explain how industrialization and its pollution to rivers induce social change and affects the environment, ecology and livelihoods around the River Banghsi. Two broad questions were asked and discussed 1) What are the perceptions of different actors in regards to water pollution; and 2) How can they be mobilized to reclaim therights of the common people. The grounded theory approach and qualitative methods i.e. focus group discussions (FGD), in-depth individual interview and descriptive survey were conducted. In total of 47 people were involved, not counting three FGD. Among those 30 are from the Ghughudia village and rest are out side village. The representative stakeholders groups; fishing, farmer, small business, Goala/milkman and students are from Ghughudia and the owners of industry or their representatives, government officials, political leaders, media and civil society groups are from outside Ghughudia village.
