GAO reviewed several WPRS projects under construction to determine: (1) what charges will be made for the water; (2) to what extent the charges will cover the costs to the Federal Government for providing the water; and (3) whether farmers could pay more for the water without impairing their operations or seriously damaging their profits. Legislation originally stipulated that the charges for Federal water should return all the costs of building the irrigation projects; however, subsequent laws have not required certain beneficiaries to repay their share in full. WPRS fixes a price for its irrigation water according to the farmer's ability to pay for the water, which is the amount left over from an average farmer's gross income after deducting all production costs. This amount is much less than the Federal Government's cost of producing the water. A GAO economic analysis indicated that charging full cost for the water at a 7.5 percent interest level would be too expensive for farmers to afford Federal water. GAO found that charging a full-cost price without the interest charge, called the interest-subsidy price, would lower the cost of irrigated agriculture and increase yield enough so that farmers could probably increase their net income by buying Federal water.

Some, of course, produce more than others. And there are wide differences in the efficiency of growers, types of farm enterprises, amount of: working capital available, and the numerous other factors that determine cost of production and farm income. Neither is it suggested that the charges proposed can be paid by all of the growers, this also being because of the differences mentioned above. While professionals widely agree on what constitutes sound water resource management, they have not yet reached a consensus on the best ways of implementing policies. Policymakers have considered pricing water - a debated intervention - in many variations. Setting the price 'right,' some say, may guide different types of users in efficient water use by sending a signal about the value of this resource. Aside from efficiency, itself an important policy objective, equity, accessibility, and implementation costs associated with the right pricing must be considered. Focusing on the examples of China, Mexico, Morocco, South Africa, and Turkey, Pricing Irrigation Water provides a clear methodology for studying farm-level demand for irrigation water. This book is the first to link the macroeconomics of policies affecting trade to the microeconomics of water demand for irrigation and, in the case of Morocco, to link these forces to the creation of a water user-rights market. Water yearly is becoming of higher value and more difficult to obtain, in consideration of which bankers, investors, govern ment officials, engineers, and farmers may well ask what expenditure can be justified to develop a water supply on land suitable for growing high grade crops, and what water charge can such land pay. Farmers and prospective farmers are in need of such cost data as will enable them to choose cr0ps that may be grown profitably under existing water charges. In California the following types of enterprises may furnish irrigation water: public utilities, contract companies, irrigation districts, mutual water companies, individuals, partnerships, associations, private com panics, United States Bureau of Reclamation, United States Indian Service, state land settlements, water works districts, municipal improve ment districts. And reclamation districts. However, for the purpose of this investigation, most of the data collected may be placed under one of joui' classifications: public utilities, irrigation districts, mutual water companies, or private pumping plants. For a report of this character to be useful in published form, it must give information on the type of irrigation system, locality, age, source of water supply, duty of water, acreage irrigated, kind of crops, capital invested, and water charges, in addition to annual cost of water to the irrigator. Such data were obtained for this report by visiting the princi pal irrigation enterprises of the state. The data on private pumping plants were obtained by making field tests in each case. Figures on duty of water given in the report are of varying degrees of accuracy. Some are results of careful measurements or metering. At the other extreme are merely the best estimates of the system engineer or superintendent, based on occasional or periodical gaging and close familiarity with the use of water under the system. Great care was taken, however, to have the figures represent, if not exactly, at least approximately, the true use of water, and none have been included that were not considered by the system engineer or superintendent to conform to this standard.
