Book excerpt: Sub-Saharan Africa grapples with many public health issues such as food insecurity, increased prevalence of infectious diseases, limited access to clean water supply, poor nutrition and lack of improved health services for its populace (IMF, 2021). Of all these challenges, the inaccessibility of clean water supply for both the rural and urban populace is the most pressing challenge, which has been exacerbated by extensive pollution and climate change crises. The issue of water access and supply affects both rural and urban populations. At rural areas water is accessed in yard taps and in arid regions through water kiosks managed by private owners. Among the urban poor, water access is compromised by poor supply infrastructure especially among informal settlers and risks such as contamination during the supply chain are imminent This book therefore seeks to close this knowledge gap by 1) generating a water resources inventory for Sub-Saharan Africa region, 2) exploring the water crises in both its urban and rural settings, 3) understanding the causatives of the crises and 4) suggesting viable solutions to manage the water challenges using named case studies. The aim is to improve understanding on the region’s water problems and advise scholars and policymakers on priority research areas and action plans to better water management for sustainable development.

Book excerpt: Like in many parts of the world, water resources in sub-Saharan Africa (SSA) have been pivotal for human survival, economic growth, social development, and practicing certain religion and cultural ethos. However, in spite of the intrinsic values of water, its use and management in sub-Saharan Africa has not been without limitations. The demand for water resources is increasing mainly due to rapid population growth, industrialization and urbanization and dealing with water-related issues has been complex and challenging for sustainable growth. Whilst there are various efforts by national governments, non-government organizations and communities to effectively and efficiently utilize and manage water resources, there are few comprehensive studies in sub- Saharan Africa that show the impact of the efforts on poverty reduction. Although certain reports indicate that many SSA countries lack clear vision on how water use can be harnessed with pro-poor growth and how poor communities can be capacitated to use water for poverty reduction, there are little exhaustive studies that clearly show familiar and innovative water use and management interventions followed by communities, national governments and other stakeholders, and demonstrate the challenges and successes of the same. Cognizant of the knowledge gap, in 2012 OSSREA launched a research project on ordinary and innovative water use and management patterns and practices in SSA, with a view to generate new knowledge on unexploited opportunities that could enhance the contribution of water resources to poverty reduction. This anthology documents various issues including water use and management in agriculture especially in irrigation projects in Ethiopia, Kenya, Uganda and Zimbabwe; water harvesting in Kenya and Uganda; the role of local water use institutions in Ethiopia; and water source maintenance and protection in Uganda.

Book excerpt: Efforts to improve the water supplies used by people in rural areas of developing countries have run into serious obstacles: not only are public funds not available to build facilities for all, but many newly constructed facilities have fallen into disrepair and disuse. Along with the numerous failures there are also successes in this sector. From these successes a new view has begun to emerge of what the guiding principles of rural water supply strategies should be. This book brings together and spells out the constituents of this emerging view. The central message is that it is the local people themselves, not those trying to help them, who have the most important role to play. The community itself must be the primary decisionmaker, the primary investor, the primary organizer, and the primary overseer. The authors examine the implications of this primary principle for the main policy issues - the level of service to be provided in different settings, the level and mechanisms for cost recovery, the roles for the private and public sectors, and the role of women. The potential advantages of proceeding from this outlook, instead of the older top-down approaches, are considerable. Improvement efforts are more likely to meet felt needs, new facilities are more likely to be kept in service, and more communities are more likely to get safe water sooner.

It is time to change this with an effective sector development concept for our partner countries and a more realistic discourse on global level. The book argues for a sweeping rethinking and combines extended local knowledge, lessons learned from history in advanced countries and thorough research on reforms in Francophone and Anglophone developing countries. This was possible because the writer was working in Sub-Saharan partner countries for almost 30 years as an integrated long term advisor in different sector institutions (ministry, regulator, financing basket and different sizes of utilities) and had the opportunity to cooperate closely with the main development partners. The reader has the opportunity to obtain a comprehensive understanding of how the sector works and sector institutions in low-income countries function and can discover the reasons behind success and failures of reforms. The book also covers issues which have a significant influence on urban water and sanitation development but are hardly the subject of discussions. It helps to make the shortcomings of the water and sanitation discourse more apparent and assist institutions to move beyond their present perceptions and agendas. All of this makes the book different from other literature about urban water and sanitation in the developing world.

Water is needed in farms to grow crops, firms and manufacturing industry to produce products and services. This chapter examines water resources availability and management in Sub-Saharan Africa (SSA) in climate change perspective using vector auto-regression (VAR) time series analysis. Water is known to be unevenly distributed among countries and continents around the world, particularly in Sub-Sahara Africa; the water availability varies between member countries and regions in the individual country, water supply systems experience enormous pressure to make water accessible to people in both rural and urban communities. Water security remains to be an integral part of the SSA's effort to achieve food security and supply, halve poverty and eradicate hunger. This chapter more importantly aims to investigate impact of rainfall and temperature issues--that are climate change proxy variables--on water security and people movement in three Sub-Saharan African countries that are Democratic Republic of Congo, Kenya and Niger. This article assesses some possible causes of migration from rural to urban area using VAR and granger causality tests; this process involves four variables namely Rural Migration 'MR', Urban Migration 'MU', Rainfall 'Rain' and Temperature 'Temp'. The model predicts rainfall and temperature across 10 years and examines how these changes impact water availability and people movement in relevant countries. This study finds that some countries are experiencing water security challenges upon which large numbers migrate to urban areas. The study reveals that variations in rainfall and temperature have compounded people movements from rural areas. It is noted that the agricultural production in SSA have not improved over time and in fact, it has further decreased due to the move away from rural areas by many farmers.
