Book excerpt: This study was made to prepare a mean annual water budget of the Bear River Delta, Utah and to determine the average annual outflow from the area into the Great Salt Lake. Solution of the hydrologic continuity equation was the analytical method used in determining the budget. Outflow to the lake was obtained as the residual between all items of inflow and other items of outflow. Three budgets were made using different techniques of estimating some of the items in the equation in order to serve as comparison checks on the final value of outflow to the lake. The time base period for the three budgets was the 25 year period 1939 to 1963. The average annual outflow to the Great Salt Lake was estimated to be between 863, 000 and 1, 097, 000 acre feet.

Book excerpt: In the distribution of water among users in the State of Utah there is lack of organizational uniformity. on some rivers, the state engineer is assisted by river commissioners who have been appointed to measure and monitor water delivers. On other rivers there are no commissioners; problems and disputes must be settled on a case by case basis by the state engineer. The responsibilities, arrangements, salaries, and methods of payment for commissioners vary from basin to basin. A more unified distribution organization composed of state-employed water commissioners would have several advantages over the existing system of commissioners employed by local water users. Advantages would include the development and retention of a higher level of expertise, improved record keeping and reporting, more complete geographical coverage of river system,s and batter balance of commissioner work loads. These advantages would come at a higher cost, but the impact on water users could be mitigated by dividing the cost of the system between the users and the general public in a dual financing arrangement.
