Book excerpt: Water scarcity is an increasing problem in many parts of the world, yet conventional supply-side economics and management are insufficient to deal with it. In this book the role of water trading as an instrument of integrated water resources management is explored in depth. It is also shown to be an instrument for conflict resolution, where it may be necessary to reallocate water in the context of increasing scarcity. Recent experiences of implementation in different river basins have shown their potential as instruments for improving allocation. These experiences, however, also show that there are implementation challenges and some limitations to trading that need to be considered. This book explores the various types of water trading formulas through the experience of using them in different parts of the world. The final result is varied because, in most cases, trading is conditioned by the legal and institutional framework in which the transactions are carried out. The role of government and the definition of water rights and licenses are critical for the success of water trading. The book studies the institutional framework and how transactions have been undertaken, drawing some lessons on how trading can improve. It also analyses whether trading has really been a positive instrument to manage scarcity and improve water ecosystems and pollution emission problems in those parts of the world which are most affected. The book concludes by making policy proposals to improve the implementation of water trading.

Often the opposite happens and depletive water trade intensifies causing water scarcity. This work focuses on the Water-Energy-Soil-Trade-Nexus with each element seen as a materialisation of discourses. Two cases illustrate specific parts of the Nexus, firstly, the close relationship of market liberalisation, foreign direct investment and virtual water trade is represented with Viet Nam’s Doi Moi policy and rapid economic growth. Secondly, the water-energy dimension linkages are drawn by following the case of hydraulic fracturing from the U.S. to Australia’s gas drills embedded in a global perspective. This work helps to understand especially cases, where virtual water trade dries out water resources in already vulnerable areas.

The move was initiated at the third World Water Forum in Kyoto, 2003, and it could prove the most significant and effective outcome of the triennial series of World Water For a yet. Its major aims are: (1) to promote efforts to fulfil recent international commitments, especially in the Millennium Goals, (2) to advance towards a truly integrated, int- national approach to sustainable water management, and (3) to put special emphasis on the role of women in these efforts. Even so, it faces tremendous and, as I write, increasing obstacles. The intense season of hurricanes and tropical storms in 2008 illustrated yet again not only the power of nature, but also the vulnerability of the poorer nations, like Haiti and Jamaica. New Orleans and Texas fared better, not because of the efforts of the International Decade for Natural Disasters (1990–2000) to increase preparedness, but more because the USA had learnt from its own experiences in Hurricane Katrina. The biggest obstacle of all is the burgeoning world population. It took off last century, but it is predicted to reach unimaginable heights this century: at least 10 billion by 2050, maybe 20 billion by 2100. Governments are powerless to halt it, even the Chinese. Achieving water security globally against this backdrop will be a Herculean task.

Book excerpt: Climate change impacts on water availability and virtual water flows have been analyzed for the 51 U.S. states, using the interregional commodity flows data provided by the Commodity Flow Survey (CFS). The missing data points in the CFS have been estimated using optimization techniques and the available information from the three CFS datasets (value, ton and ton-miles) and three survey years (1997-2007), leading to estimated delivered prices and target values. The interregional commodity trades have then been converted to virtual water trades by using water input coefficients derived from the literature. In departure from earlier studies, a commmodity transportation model is developed for the horizon year of 2060 to simulate the impact of climate change on virtual water trades. The most recent CFS of 2007 is used as the base year to project population growth and the resulting commodity demand in 2060. Growth in commodity demands is then used to project commodity production capacities of states. Commodity flows economic costs are also accounted for by estimating delivered goods unit costs for as many origin-destination pairs as possible. Also, target state-to-state commodity flows have been simulated for 2060, using 2007 commodity flows.

Book excerpt: In light of growing water scarcity, virtual water, or the water embedded in key water-intensive commodities, has been an active area of debate among practitioners and academics alike. As of yet, however, there is no consensus on whether water scarcity affects conflict behavior and we still lack empirical research intending to account for the role of virtual water in affecting the odds of militarized disputes between states. Using quantitative methods and data on virtual water trade, we find that bilateral and multilateral trade openness reduce the probability of war between any given pair of country, which is consistent with the strategic role of this important commodity and the opportunity cost associated with the loss of trade gains. We also find that the substantive effect of virtual water trade is comparable to that of oil and gas, the archetypal natural resources, in determining interstate conflicts' probability.

Book excerpt: 1.1 General Framework In most arid and semi-arid countries, water resource management is an issue that is both important and controversial. Most water resources experts now acknowledge that water conflicts are not caused by physical scarcity but are mainly due to poor water management (Rosegrant et al. 2002; Benoit and Comeau 2005; Comprehensive Assessment of Water Management in Agriculture 2007; Garrido and Dinar 2010, among others). The scientific and technological advances of the past 50 years have led to new ways to solve many water-related conflicts, often with tools that seemed unthinkable a few decades ago (Llamas 2005; Lopez-Gunn and Llamas 2008). This study deals with the estimation and analysis of Spain’s water footprint, both from a hydrological and economic perspective. Its ultimate objective is to report on the allocative efficiency of water and economic resources. This analysis can provide a transparent and multidisciplinary framework for informing and optimising water policy decisions, contributing at the same time to the implementation of the EU Water Framework Directive (WFD) (2000/60/EC). It also responds to the current mandate of the Spanish Ministry of Environment and Rural and Marine Affairs, which recently issued instructions for drafting river basin management plans in compliance with the EU Water Framework Directive, with a deadline of end of year 2009 and then every 6 years (BOE 2008).
