The analysis relies on a series of nationally representative household surveys for the period 2002†“13, as well as on qualitative data collection. The study first relies on household surveys to analyze trends in access to safe water and some of the constraints faced by households for access. The issue of the cost of water for households without a connection to the piped water network is discussed. This includes a discussion of public stand pipes. Next, qualitative data are presented on the obstacles faced by households in accessing safe water. The next two chapters are devoted to sanitation. The focus is again first on analyzing household survey data about sanitation, including with respect to toilets, bathrooms, waste disposal, and hand washing, and next on an analysis of qualitative data from focus groups and key informants. Finally, the study reviews some of the policies and programs that have been implemented in order to improve access to safe water and sanitation for the poor as well as options going forward.

This report shows how the world has changed since 1990. It provides an assessment of progress towards the MDG target and insight into the remaining challenges. Section A provides an overview of progress against the parameters specified in the MDG target for water and sanitation in both urban and rural areas. It presents data for the world as a whole and compares progress across regions. The report goes on to examine trends over the MDG period by region and by level of service. It pays particular attention to the numbers of people who have gained the highest level of service in drinking water supply - piped water on premises - and those with no service at all who use surface water for drinking and practice open defecation. In order to understand the nature of progress it is important to look carefully at the way improvements in water and sanitation have benefited different socioeconomic groups. This report sheds light on equality gaps between urban and rural dwellers and between the richest and poorest segments of the population. It presents several new ways to visualize progress on extending service to the poor designed to reveal the nature of inequalities and give the reader insight into the great challenge that still exists in ensuring that progress reaches everyone. The JMP was established in 1990 and is celebrating its Jubilee Year in 2015. Section B provides a retrospective analysis of the evolution of water sanitation and hygiene monitoring over the past 25 years.

The book highlights a shift from over-emphasis on positive cash-flows alone to a balanced approach to ‘water for all’ citizens. The need to balance technical work and political aspirations is highlighted. Also featured is the nexus between utility operations and environmental protection to ensure sustainable water supply. The cardinal role of aligning staff needs to organizational needs and working for win-win solutions is also highlighted. Sustaining High Performing Public Enterprises presents strong lessons and conclusions for utility leaders and policy makers intending to reform their utilities to create value for citizens. Implementation of NBS involves multiple, interdependent stakeholders at various governance levels, and consequently regulators a key role in creating the enabling environments for these interactions and negotiations. This publication taps into diverse geographies and contexts, delving into case studies for a richer conversation that addresses the variety of challenges and elements for success for integrating NBS into water utility operations and planning. By publicizing successful case studies, the IWA/TNC partnership fulfils a dual purpose of endorsing these efforts and providing actionable guidance for other water utilities striving to improve their sustainability and resiliency.

Recognizing that water availability, water quality, and sanitation are fundamental issues underlying infectious disease emergence and spread, the Institute of Medicine held a two-day public workshop, summarized in this volume. Through invited presentations and discussions, participants explored global and local connections between water, sanitation, and health; the spectrum of water-related disease transmission processes as they inform intervention design; lessons learned from water-related disease outbreaks; vulnerabilities in water and sanitation infrastructure in both industrialized and developing countries; and opportunities to improve water and sanitation infrastructure so as to reduce the risk of water-related infectious disease.
