Book excerpt: The U.S. Army Corps of Engineers has long been one of the federal government's key agencies in planning the uses of the nation's waterways and water resources. Though responsible for a range of water-related programs, the Corps's two traditional programs have been flood damage reduction and navigation enhancement. The water resource needs of the nation, however, have for decades been shifting away from engineered control of watersheds toward restoration of ecosystem services and natural hydrologic variability. In response to these shifting needs, legislation was enacted in 1990 which initiated the Corps's involvement in ecological restoration, which is now on par with the Corps's traditional flood damage reduction and navigation roles. This book provides an analysis of the Corps's efforts in ecological restoration, and provides broader recommendations on how the corps might streamline their planning process. It also assesses the impacts of federal legislation on the Corps planning and projects, and provides recommendations on how relevant federal policies might be altered in order to improve Corps planning. Another important shift affecting the Corps has been federal cost-sharing arrangements (enacted in 1986), mandating greater financial participation in Corps water projects by local co-sponsors. The book describes how this has affected the Corps-sponsor relationship, and comments upon how each group must adjust to new planning and political realities.

Book excerpt: This book reviews the Corps of Engineers' experiences to date with the concept of "adaptive management" and provides advice on additional and more effective implementation of this planning approach. The adaptive management concept itself is complex and evolving, but might be summarized as "learning while doing." The book reviews literature on adaptive management and notes that a range of adaptive management practices present themselves for Corps projects. It is noted that there is no "cookbook" approach to adaptive management, and the book encourages the Corps of Engineers to continue to work with and learn from its applications of the concept. To facilitate institutional learning and to ensure that experiences are being employed across the agency, the book recommends that a Corps Center for Adaptive Management be established. The book also notes that greater involvement from the administration and Congress will be essential to successful adaptive management applications, as the Corps' efforts in this area will benefit from clarified water resources management objectives, the authority to manage adaptively, and from resources necessary for programs such as stakeholder collaboration and post-construction evaluations.

There is consensus among responses to accelerating environmental degradation continue most developed countries that the rapidly evolving new economic order needs to be well integrated with policies to maintain or restore environmental quality. Many challenges remain, however, in evaluating the geo-ecological implications of economic globalization, and in formulating the appropriate management responses. In lakes and rivers, the management of water supply and quality has largely proceeded on the basis of local considerations rather than at the global scale that has been more typical of environmental management of the atmosphere and ocean. It is increasingly apparent, however, that high-quality water resources are now in critically short supply not only because of local problems such as over-irrigation and eutrophication, but also as a result of larger-scale climate effects on the hydrosphere. This magnitude of impact will increasingly require the integrated monitoring and management of water resources on a planetary scale, with world criteria for environmental assessment, restoration, and conservation strategies. The increasing extent of world trade in potable freshwater heightens the urgency for establishing international approaches, criteria, and regulations.

Book excerpt: The Water Science and Technology Board and the Board on Environmental Studies and Toxicology have released the seventh and final report of the Committee on Restoration of the Greater Everglades Ecosystem, which provides consensus advice to the South Florida Ecosystem Restoration Task Force on various scientific and technical topics. Human settlements and flood-control structures have significantly reduced the Everglades, which once encompassed over three million acres of slow-moving water enriched by a diverse biota. To remedy the degradation of the Everglades, a comprehensive Everglades Restoration Plan was formulated in 1999 with the goal of restoring the original hydrologic conditions of its remaining natural ecosystem. A major feature of this plan is providing enough storage capacity to meet human needs while also providing the needs of the greater Everglades ecosystem. This report reviews and evaluates not only storage options included in the Restoration Plan but also other options not considered in the Plan. Along with providing hydrologic and ecological analyses of the size, location and functioning of water storage components, the report also discusses and makes recommendations on related critical factors, such as timing of land acquisition, intermediate states of restoration, and tradeoffs among competing goals and ecosystem objectives.

The report also discusses the suite of technologies used in the spill response, including burning, skimming, and chemical dispersants, and their possible long-term impacts on ecosystem services.
