Book excerpt: This report provides the water accounting study for Litani River basin in Lebanon carried out by IHE Delft using the Water Productivity open data portal (WaPOR) of the Food and Agricultural Organization (FAO). The Litani River basin is one of the key river basins in Lebanon and it is experiencing water scarcity with annual renewable water resources being 606.9 mm3/yr. With an estimated population of 375 000 in 2010 and doubled by 2016 due to the Syrian refugee crisis, the total per capita water availability is around 800 m3/cap/yr indicating water shortage. Increasing challenges such as growing population, climate change, groundwater over-exploitation and inter-basin transfers have put the available water resources in the basin under stress. The completeness and quality of the hydro-meteorological records are insufficient to draw an appropriate picture of the water resources conditions. However, the Water Accounting Plus (WA+) system designed by IHE Delft with its partners FAO and IWMI has been applied to gain full insights into the state of the water resources in the basin for the period 2010 to 2016. The WA+ framework is a reporting mechanism for water flows, fluxes and stocks that are summarized by means of WA+ sheets.

After a rigorous consultation process, SEEA-Water was adopted in 2007 by the United Nations Statistical Commission (UNSC). Part I of SEEA-Water has been adopted as an interim international statistical standard subject to re-evaluation when the SEEA is adopted as an international statistical standard.

The WaPOR 1.0 data portal has been prepared as a major output of the project: ´Using Remote Sensing in support of solutions to reduce agricultural water productivity gaps’, funded by the Government of The Netherlands. The WaPOR database is a comprehensive database that provides information on biomass production (for food production) and evapotranspiration (for water consumption) for Africa and the Near East in near real time covering the period 1 January 2009 to date. This report is the result of an independent quality assessment of the different datasets available in WaPOR prepared by IHE-Delft. The quality assessment checks the consistency of the different layers and compares the individual layers to various other independent data sources, including: spatial data; auxiliary data and in-situ data. The report describes the results of the quality assessment per data layer for each specific theme as available on the FAO WaPOR portal.

Moreover, most of the water that reaches plants in irrigated systems also stems from precipitation. Despite this, irrigation (or "blue") water has typically been the focus for policy analysis, largely because it is possible for humans to manipulate blue water. This paper analyzes alternative water futures using a combined green and blue water accounting framework embedded within the water simulation components of IFPRI's International Model for Policy Analysis of Agricultural Commodities and Trade (IMPACT). Future scenarios recently developed for the International Assessment of Agricultural Knowledge, Science and Technology for Development (IAASTD) and other studies are assessed with respect to this adjusted green/blue water accounting framework. The results reveal that accounting explicitly for green water resources broadens the scope of options for decision-makers who are seeking to improve agricultural production in the face of rising food and energy prices, a degrading water and land resource base, and increasing demands. This analysis highlight the importance of green/blue water accounting and presents a wider range of agricultural science and technology policy options for increasing global crop productivity across a span of potential futures.

Thus, water is often linked with health, society development, national income and even international geo-politics. Sometimes, water resources are unavailable, but successful management involves developing approaches and projects to assure water supply. However, there are some countries with available water resources, but unsatisfactory management, and thus complain about water supply becoming a national problem. This situation is prevalent in Lebanon, a country characterized by abundant water resources whether on the surface or sub-surface. It is a paradox that there is still imbalance in water supply/demand in Lebanon, and water resources are now under stress due to chaotic use. This has been exacerbated by the oscillating climatic conditions, increased population and improper management. Therefore, people receive less than one-third of their water needs, and most water supplied is of poor quality. The current status shows a descending trend. Undoubtedly, if the water sector in Lebanon continues this way, we should anticipate unfavourable (and may be severe) consequences. Many studies have been conducted on water and related disciplines in Lebanon; however, all of them focus on specific themes and sometimes defined regions. Nevertheless, the occurred changes on the influencers (natural and man-made) have not been considered. This book is the first of its type for Lebanon, and it shows all aspects of water resources with updated measurements and findings obtained by adopting new techniques. It diagnoses in-depth the major elements of water flow/storage mechanism that have never been covered in such a comprehensive manner before. Also, this book introduces and analyses the existing challenges and proposes solutions. It represents a comprehensive investigation of the water resources in Lebanon.

Book excerpt: Water scarcity and salinization are major threats to sustainable irrigation in Iran as well as other parts of the world. Irrigation schemes are part of a basin and as such, irrigation research must be conducted in a basin context. For the Zayandeh Rud basin in central Iran, a simplified Water and Salinity Basin Model (WSBM) was developed for a quick analysis of river basin processes. First the model was calibrated and used for current and past water resources analyses. Despite the simplicity of the model, observed and simulated stream flows were similar, proving that the model could be used for scenario analyses. The first scenario was setup to analyze the effect of more efficient irrigation techniques on the basin water resources. As a consequence of these efficient irrigation practices, return flows will decrease, resulting in less water available for downstream users. It was concluded that the effect on the downstream irrigation schemes was dramatic, with a 22% decrease in yield. A second scenario was defined where the effect of an increase of water extraction for Esfahan was evaluated. In terms of basin scale water quantity aspects this increased extraction is negligible as extractions are relatively low and return flows are high. The last scenario was developed to study the additional releases required from the reservoir to provide sufficient water for expansion of the tail-end Rudasht irrigation scheme. If no restriction is imposed on water quality, additional releases from the reservoir are limited. However, if salinity levels are not to exceed 2 dS m-1, mean annual water release requirements from the reservoir will increase from 52 m3 s-1 to 64 m3 s-1, and peak requirements during the irrigation season will increase from 85 to 112 m3 s-1. Finally, it was concluded that the methodology and the model developed were useful for a swift and transparent analysis of past, current and future water and salt resources, and to perform scenario analyses.
