The author concludes that "while the NTIS was established to archive and disseminate information to scientists and engineers, its duties have expanded as technology progressed. Journalists' facility with computers has proceeded just a step behind NTIS' growing collection of government information stored on magnetic tapes and diskettes. In addition, other agencies have begun ... selling information by brokering files through the Service. Together, these factors mean NTIS' ... audience is broadening. ... As more people from non-profit scientific and educational institutions and members of the media join the NTIS' audience, NTIS' rate structure strays further from the ideal delineated by the Freedom of Information Act. The result is that a service designed to make information available to more people has changed into one that makes information more expensive, and thus, for some, more difficult to obtain." (p. 24).

Because the concept of local news on cable is still relatively new, this paper will seek to explain the unique aspects of such a station. Specifically, it will highlight the differences between News Channel 8's news coverage and that of regular over-the-air broadcasters in the D.C. area. The paper will describe the planning of the owner, Joe Allbritton, who made the station a reality; trace the history of progress from research and development, through start-up; and conclude with a discussion of the station's present day operations." With the slump in the magazine publishing industry, "now more than ever, it is essential to produce an excellent magazine filled with exciting copy, graphics and photographs and to deliver this book to the right readers. City magazines strive to fulfill these two goals with every issue, and conducting research is one way to approach the problem. By 'research' I [the author] mean two things. Do city magazines: conduct research about their readers? Survey the general public about various topics and use the results to enhance their editorial? In addition to providing a brief history of city magazines and detailing how they are faring in today's economy, this paper will present and examine the role research plays in achieving the two, above-mentioned goals. Also, in the second section, Washingtonian will be analyzed as an example of how one highly successful city book uses research in providing its readers with stellar issues month after month. In the research component entitled, "The 'coups and earthquakes' mentality: reporting the United States to the world," the author examines five foreign newspapers to study the issue of news values. The author found five basic story criteria, including economics, diplomacy, conflict or crises, oddity and prominence. Among them, stories about economics were the most common. The author concludes that "the 'coups and earthquakes' mentality is not an American phenomenon. It pervades the editing process around the world. Editors, sitting in newsrooms from Europe to Asia rely on a similar set of news values. These values mean editors eschew certain stories in favor of others." (p. 26) The author also finds that "stories about foreign countries must meet criteria similar to those for domestic news to gain a bit of the scarce newshole. Stories about economic and political developments are the most frequent from the United States to make it into foreign newspaper. And, despite all the criticism of the Western media for focusing on conflict rather then development, foreign newspapers are predisposed to follow events with an element of conflict in their coverage of the United States. Most astonishingly, the Third World, in covering itself, focuses on conflict-laden events at the expense of stories about development." (p. 27) Includes a literature review.
