Book excerpt: Cherokee is the tenth major hydro project authorized for construction of the Tennessee Valley Authority and the seventh to be completed. The dam is located at mile 52.3 on the Holston River which unites with the French Broad River just above Knoxville to form the Tennessee River. This main tributary project was the first of several TVA dams authorized under World War II emergency program and constructed on an emergency basis. Although operated primarily for power during the war emergency, Cherokee forms an integral unit in the overall system of water control projects in the Tennessee Valley, and under normal multiple purpose operation aids in reducing main-river flood stages and in stabilizing low water flows.

Book excerpt: World War II made enormous and unprecedented demands upon the nation's civil service administration. The task of recruiting millions of new employees of almost every skill in the midst of military and industrial drains upon manpower and the necessity of maintaining efficiency and morale jarred personnel agencies loose from peacetime routine. Both the older establishments such as the War and Navy departments and the new war service agencies such as the Office of Price Administration were affected. Gladys M. Kammerer believes that the war effort would have been seriously hampered had not the Civil Service Commission, in spite of obstacles, managed to retain control of this vast expansion. During 1944 and 1945, Kammerer was able to examine in person the manpower operations of the Civil Service Commission and of four executive agencies: War, Navy, Agriculture, and OPA. Her study is based on observations made at this time, upon interviews with staff members, and upon Civil Service Commission records. Especially significant are her evaluations of changes, good and bad, which war brought to personnel administration and an analysis of their effect upon postwar policies and organization.

Book excerpt: Kentucky Dam, the lowermost and the largest of the multiple-purpose projects of the Tennessee River system, is the key to effective control of discharges from the Tennessee, the largest tributary of the Ohio River. Located at river mile 22.4, Kentucky Dam is only 67.4 river-miles above Cairo, Illinois, and its large reservoir with more than 4,000,000 acre-feet of flood storage capacity occupies as strategic position for the reduction of flood crests on the lower Ohio and Mississippi Rivers. The navigation lock at this project forms the lower gateway to the 184-mile long Kentucky Reservoir, one of a chain of nine reservoirs extending a year-round 9-foot navigation channel more than 600 miles to Knoxville, Tennessee, and connects this system of reservoirs to the major inland waterways of the great central Mississippi Valley with outlets for navigation to the Great Lakes and the Gulf of Mexico.
