Book excerpt: The plan of wartime operational control (OPCON) transfer envisions South Korea as taking the lead in defense against North Korea as well as in other operational plan requirements. As Washington and Seoul prepare for the transfer of wartime OPCON in 2015, the alliance's strength will be determined by their ability to adjust to contemporary threats and constraints. The transfer should occur at a gradual pace and with full perparation in order to ensure that South Korea is not put at risk and that the transition strengthens the alliance rather than undermines it. South Korea should use the transition of wartime OPCON as an opportunity to improve national risk management capability and establish self-reliance. Change and adjustment are essential for the present Republic of Korea (ROK)-U.S. military alliance and effective management of the process is the key determinant of the viability of the future alliance. To effectively manage the adjustment process with controlled degree of change, the two governments should cooperate closely as well as build a consensus on the transition among their people.

This OPCON transition has been a historical turning point for converting "The ROK-U.S. Combined Defense System" that has maintained security for half a century into "A ROK-Supported, U.S.-Supporting Defense System." This paper reviews the history of the ROK-U.S. alliance, the background of the wartime OPCON transition, the Northeast-Asia security environment, and the progress of its transition. This paper will also address related challenges and make several recommendations for continuing the successful transition and strengthening the ROK-U.S. alliance.

Book excerpt: The Republic of Korea - U.S. alliance is embarking on the most profound transformation affecting American forces on the peninsula since the Korean War. For the last 57 years, the United States has led the warfighting command responsible for the defense of the Republic of Korea (ROK). As the ROK military matured, the alliance evolved and adopted a number of command and control (C2) mechanisms integrating the ROK military into the decision-making process and command. In October 2006, the Presidents of the United States and the Republic of Korea agreed that South Korea is ready to assume primacy of its own defense in armistice, crisis, and war. In early 2007, the U.S. Secretary of Defense and ROK Minister of National Defense determined that South Korea will assume wartime operational control of its forces on April 17, 2012. The alliance is preparing to inactivate the 29- year-old warfighting Combined Forces Command (CFC) and simultaneously activate complementary national warfighting commands in 2012. U.S. Forces Korea will transform from a Title 10 oversight headquarters to U.S. Korea Command (USKORCOM), a fully capable, manned, and resourced joint warfighting command in a doctrinally supporting relationship to the ROK armed forces.

Book excerpt: The United States plays a critical role in the wartime defense of the Republic of Korea. The Mutual Defense Treaty between the United States (US) and the Republic of Korea (ROK), signed in 1953, committed the US to help defend South Korea against external threats. The US military maintains a military presence in the region in support of this commitment. Formed in 1978, the Combined Forces Command commander, a US General, also serves as the commander of the United Nations Command and US Forces Korea. The wartime control of all forces in South Korea currently resides with the US-led CFC. Emerging global commitments and the increasing capabilities of the ROK military led to the US and ROK agreeing to transfer the US role from supported to supporting in April 2012. A recent shift in dates was approved to December 2015 by Presidents Obama and Lee. This paper reviews the background of the US-ROK Alliance, changes in global diplomacy within the Asian region, and examines the military capabilities of the Alliance. This paper proposes policy recommendations for the US and Republic of Korea to consider as they plan to transfer wartime authority to South Korea.

Book excerpt: The core of the 50-year South Korea-U.S. alliance, the Combined Forces Command (CFC), was established on November 7, 1978 to employ operational control of the South Korean military and U.S. forces in South Korea with U.S. augmentation from the Pacific and the United States. The CFC has been effective in deterring war on the Korean peninsula. However, impetus for a new combined forces command developed from the diverging U.S. and South Korean perspectives and policies. The necessity for single unified command decreased and the way South Korean people think about North Korea and its alliance with the U.S. changed a lot. With this US strategy and different perceptions toward North Korea, the U.S. began working to transfer operational control of the South Korean military forces to the South Korean government. In 1994, the CFC commander transferred peacetime operational control of the South Korean military to the South Korean government. The CFC is projected to be dismantled during 2012 and wartime operational control of the South Korean military transferred to the South Korean government. The South Korean government needs to focus on how to strengthen the military alliance between the U.S. and South Korea based on an agreement to contribute to the stability on the Korean peninsula and Northeast Asia. The strong military alliance to maintain combat readiness for North Korea conventional threats comes down to CFC structure. Therefore, this paper drew success criteria for an effective command structure from warfighting functions from three historic case studies on multinational command structure (the Korean War, the Vietnam War and the Gulf War) and applied those criteria to identify the most effective South Korea-U.S. combined forces command structure after the wartime operational control of the South Korean military is returned to the South Korean government.

As Korea attempted to recover from decades of bitter Japanese rule, internal struggles and politics led to the division of Korea into North and South Korea. Separation led to war, which required increased U.S. interest in South Korea to contain communist influence spreading from the Soviet Union. While South Korea attempted to build their nation after Japanese rule and three years of brutal combat with North Korea, the United States provided military and economic aid to help the fledgling country get back on its feet. Nearly 60 years have passed since the end of the Korean War, however, a robust U.S. military presence remains on the Korean Peninsula. Seemingly, the tables have turned for the Republic of Korea. They have emerged as a global economic powerhouse since the dismal years of war and prospered as the fifteenth largest economy in the world as of the end of 2011. The United States, on the other hand, suffers from a deep economic recession and significant reductions in defense spending. Since January 2012, the U.S. has pledged to focus their interests in the Asian-Pacific region despite reduction in military spending. This monograph proposes that a reduction of U.S. forces and transferring a majority of the security burden onto the Republic of Korea will not diminish stability or degrade U.S. interests in the region.

The analysis in these volumes shows how tensions between the Koreas—and the potential involvement of the China, Japan, Russia, and the United States—create a nearly open-ended spectrum of possible conflicts. These range from posturing and threats (“wars of intimidation”) to a major conventional conflict on the Korean Peninsula to intervention by outside powers like the United States and China to the extreme of nuclear conflict. The analysis shows that the Korean balance is sharply affected by the uncertain mix of cooperation and competition between the United States and China. The U.S. rebalancing of its forces to Asia and the steady modernization of Chinese forces, in particular the growth of Chinese sea-air-missile capabilities, affect the balance in the Koreas and Northeast Asia. They also raise the possibility of far more intense conflicts that could extend far beyond the boundaries of the Koreas.
