It offers a dynamic and interactive framework by which to understand the role of warfare in its changing manifestations in the rise of nation-states, the formation of national communities, definitions of political rights and duties, and the transformation from a world of empires to one of nation states. Nationalism and War scrutinizes existing approaches that view both nations and nationalism as recent products of martial state-building that began with the military revolutions in Europe, and argues that nationalism and national communities emerged independently in the Middle Ages to shape both war-making and state-building. This book also explores the connection between war commemoration and the creation of nations as sacralized communities that offer meaning and purpose to a world marked by unpredictable change. It shows how nationalist military revolutions led to the downfall of Empires in total war and the mass production of postcolonial nation states. But problems of security have also inspired recurring patterns of re-imperialization. This book refutes claims that we are now in a global and post-national era where traumatic accounts have replaced the heroic narratives that once sustained nation-states. Finally, it appraises approaches that claim there is an inherent connection between nationalism and collective violence, arguing such connections are largely contingent.

Before the war, British socialists had held that nationalism was becoming obsolete and that humanity was steadily evolving towards the ideal of a single world government. The collapse of the League of Nations destroyed this optimistic vision, compelling Labour to undertake a fundamental review of its entire approach to foreign affairs during a period of unprecedented global crisis. This book traces the controversy that ensued, as the British democratic left set about the task of defining the principles of a radically new international system for the postwar world. The schemes proposed by Labour policymakers during these years encompassed a wide variety of political institutions aiming at the restraint or supersession of the sovereign nation-state. What they shared in common, however, was a reconceptualization of British identity, in which the hyper-patriotism of the wartime period blended with the left's traditional internationalism. This new 'muscular' internationalism was to have a major impact upon the evolution of entities as diverse as the United Nations Organizations, the British Commonwealth and the accelerating campaign in favor of European unity after Labour assumed the reins of government in 1945. Breaking with the traditional accounts that place Cold War tensions at the centre of the Attlee government's activities in the immediate postwar years, R.M. Douglas's book provides an entirely new framework for reassessing British foreign policy and left-wing concepts of national identity during the most turbulent moment of Britain's modern history. The rising threat from dictatorial regimes and the ideological challenge presented by communism and fascism gave the 1930s a unique face, just as global environmental and demographic crises are coloring our own. While we do not know for certain where these crises will take us, we do know that those of the 1930s culminated in the Second World War.

We propose a theory of how war victimization defines attitudes over the long run, and how these can be activated by changes in the political environment. We argue that exposure to violence by members of a different ethnic group generates hostility that spills over other outgroups; this latent hostility resonates with nationalist appeals to ingroup (national) identity against non-nationals. As a result, nationalist appeals transform latent attitudes into political support, leading to different behavioural patterns among victimized communities. To test our theory, we use a historical case of indiscriminate violence against civilians by French colonial troops in central Italy during the last phase of World War II. Using data on electoral outcomes and party platforms over the full postwar period from 1948 to 2018, we show that parties which increase the nationalist content of their electoral manifesto gain more votes in formerly victimized communities, compared to otherwise similar communities. We also discuss these dynamics in qualitative case studies of party repositioning, such as the transformation of the regionalist party Northern League into a radical right party with strong nationalist appeals. We show that the results are not driven by pre-war differences in political preferences, or in socio-economic characteristics.

Typically, we observe two broad reactions to defeat: an inward-oriented response that accepts defeat as a reality and utilizes it as an opportunity for a new beginning, and an outward-oriented one that rejects defeat and invests national energies in restoring what was lost—most likely by force. This volume argues that although defeats in wars are humiliating experiences, those sentiments do not necessarily trigger aggressive nationalism, empower radical parties, and create revisionist foreign policy. Post-defeat, radicalization will be actualized only if it is filtered through three variables: national self-images (inflated or realistic), political parties (strong or weak), and international opportunities and constraints. The author tests this theory on four detailed case studies, Egypt (1967), Turkey/Ottoman Empire, Hungary and Bulgaria (WWI), and Islamic fundamentalism.

Book excerpt: Based on rigorous analysis of the propaganda of five Western European separatist parties, this book provides in-depth examination of the ‘nationalism of the rich’, defined as a type of nationalist discourse that seeks to end the economic ‘exploitation’ suffered by a group of people represented as a wealthy nation and supposedly carried out by the populations of poorer regions and/or by inefficient state administrations. It shows that the nationalism of the rich represents a new phenomenon peculiar to societies that have set in place complex systems of wealth redistribution and adopted economic growth as the main principle of government legitimacy. The book argues that the nationalism of the rich can be seen as a rhetorical strategy portraying independent statehood as a solution to the dilemma between solidarity and efficiency arisen in Western Europe since the end of the Glorious Thirties. It further suggests that its formation can be best explained by the following combination of factors: (1) the creation, from the end of the Second World War, of extensive forms of automatic redistribution to a scale previously unprecedented; (2) the beginning, from the mid-1970s, of an era of ‘permanent austerity’ exacerbated, in specific contexts, by situations of serious public policy failure; (3) the existence of national/cultural cleavages roughly squaring with uneven development and sharp income differentials among territorial areas of a given state.

New leaders promise the return of people and territories that may have been lost in the past, often advocating aggressive foreign policies that can result in costly and devastating wars. The final years of the Austro-Hungarian and Ottoman empires, the end of European colonization in Africa and Asia, and the demise of the Soviet Union were all accompanied by war and atrocity. These efforts to reunite lost kin are known as irredentism—territorial claims based on shared ethnic ties made by one state to a minority population residing within another state. For Kin or Country explores this phenomenon, investigating why the collapse of communism prompted more violence in some instances and less violence in others. Despite the tremendous political and economic difficulties facing all former communist states during their transition to a market democracy, only Armenia, Croatia, and Serbia tried to upset existing boundaries. Hungary, Romania, and Russia practiced much more restraint. The authors examine various explanations for the causes of irredentism and for the pursuit of less antagonistic policies, including the efforts by Western Europe to tame Eastern Europe. Ultimately, the authors find that internal forces drive irredentist policy even at the risk of a country's self-destruction and that xenophobia may have actually worked to stabilize many postcommunist states in Eastern Europe. Events in Russia and Eastern Europe in 2014 have again brought irredentism into the headlines. In a new Introduction, the authors address some of the events and dynamics that have developed since the original version of the book was published. By focusing on how nationalist identity interact with the interests of politicians, For Kin or Country explains why some states engage in aggressive irredentism and when others forgo those opportunities that is as relevant to Russia and Ukraine in 2014 as it was for Serbia, Croatia, and Armenia in the 1990s.
