Book excerpt: This study on harnessing international trade to support climate change objectives assesses the following: 1) What are the main policy prescriptions for reducing greenhouse gases that are employed by OECD countries and how do they impact the competitiveness of their energy-intensive industries? 2) On account of the impact on competitiveness, is there is leakage of energy intensive industries from OECD countries to developing countries? 3) Under what conditions can one justify trade measures under the WTO regime? What are the impacts of levying trade measures on trade flows and emissions? 4) What are the underlying trade and investment barriers to the use of clean energy technologies in developing countries? 5) In addition to tariff and non-tariff barriers, are there other issues impacting the diffusion of clean energy technologies in developing countries? 6) Is liberalization of renewable and clean coal technologies a plausible solution to assisting developing countries in achieving a low-carbon growth path? 7) What conditions are necessary for negotiating a "climate-friendly" package under the current WTO framework? The key findings and recommendations of this report include: a) Industrial competitiveness in Kyoto implementing countries suffers more from energy efficiency standards than from carbon taxation policies; b) Industrial competitiveness affected by carbon taxation policies are often offset by "policy packages"; c) Some evidence supports leakage of carbon-intensive countries to developing countries; d) Trade measures can be justified only under certain conditions; e) The proposed EU "Kyoto Tariff" may hurt the United States' trade balance; f) Varied levels of tariffs are impediments to clean energy technology diffusion in developing countries.

Another area where countries have successfully committed to a long-term multilateral resolution is the liberalization of international trade. Integration into the world economy has proven a powerful means for countries to promote economic growth, development, and poverty reduction. The broad objectives of the betterment of current and future human welfare are shared by both global trade and climate regimes. Yet both climate and trade agendas have evolved largely independently through the years, despite their mutually supporting objectives. Since global emission goals and global trade objectives are shared policy objectives of most countries, and nearly all of the World Bank's clients, it makes sense to consider the two sets of objectives together. This book is one of the first comprehensive attempts to look at the synergies between climate change and trade objectives from economic, legal, and institutional perspectives. It addresses an important policy question - how changes in trade policies and international cooperation on trade policies can help address global environmental spillovers, especially GHG emissions, and what the (potential) effects of (national) environmental policies that are aimed at global environmental problems might be for trade and investment. The main goals of the international trading system are trade liberalization, citizens' welfare, economic growth, and the optimal use of the world's natural resources. There is a set of closed and defined trade policy tools (i.e., trade regulation): tariffs, quantitative restrictions, trade remedies, subsidies, norms and standards, process and production methods, intellectual property rights, government procurement, services regulation et cetera, to name but a few. The main goals of climate change policy, on the other hand, are about environmental protection, sustainable development, and the preservation of ecosystems. To achieve these goals, climate change law uses the following policy tools across international law: trade policy tools, funding programs, taxes, permissions, prohibitions, international standards, and financial instruments.This paper advocates the importance of involving major greenhouse gas (GHG) emitters through large preferential trade agreements (PTAs), such as the Trans-Pacific Partnership and the Transatlantic Trade and Investment Partnership, with strong climate change chapters and through economic partnership agreements as avenues to mitigate GHG emissions. PTAs have become a necessity because of the stagnation of the multilateral trading system. The question is how to persuade countries to be parties to climate-based PTAs, and economic incentives for parties are a possibility. Regional trade arrangements could be designed to provide for an attractive package to settle trade-offs and conflicts of interest as well as facilitate the ultimate goal of creating a global climate regime. In proposing climate solutions through trade agreements, the paper also tries to stimulate non-Annex I countries to GHG emissions reduction. Trade mechanisms can be an effective tool for securing environmental objectives. A regional approach seems more realistic than aiming for a global climate agreement. Both approaches (regional and global) share the objective of creating a strong international framework for climate action. However, they differ on how to achieve the goal.
