Book DoD s High Risk Areas Observations on DoD s Progress and Challenges in Strategic Planning for Supply Chain Management

Edwards and published by DIANE Publishing Inc.. This book was released on 2010-11 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: DoD¿s management of its supply chain network is critical to supporting military forces in Iraq, Afghanistan, and elsewhere and also represents a substantial investment of resources. As a result of weaknesses in DoD's management of supply inventories and responsiveness to warfighter requirements, supply chain management is a high-risk fed. gov¿t. program. In July 2010, DoD issued a new Logistics Strategic Plan that represents the dept's. current vision and direction for supply chain management and other logistics areas. This testimony: (1) describes DoD's prior strategic planning efforts in the area of logistics; (2) highlights key elements in the new Logistics Strategic Plan; and (3) discusses opportunities for improvement in future iterations of this plan. This book was released on 2017-08-03 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: " DOD has relied extensively on contractors for operations in Iraq and Afghanistan over the past decade. At the height of Operation Iraqi Freedom, the number of contractors exceeded the number of military personnel, and a similar situation is occurring in Afghanistan. In January 2011, the Secretary of Defense issued a memorandum noting the risk of DOD's level of dependency on contractors and outlined actions to institutionalize changes necessary to influence how the department plans for contracted support in contingency operations. The memorandum also called for leveraging the civilian expeditionary workforce to reduce DOD's reliance on contractors, but this workforce is not yet fully developed. GAO was asked to examine DOD's progress in planning for operational contract support. Our review determined how DOD is integrating operational contract support into its planning through efforts of the (1) OSD, Joint Staff, and military services, and (2) combatant commands and their components. To conduct its work, GAO evaluated DOD operational contract support guidance and documents and met with officials at various DOD offices. "

Available in PDF, EPUB and Kindle. Book excerpt: "For decades, the Department of Defense (DOD) has relied on contractors to support contingency operations and recognizes them as part of the total force. In Iraq and Afghanistan contractor personnel now outnumber deployed troops. In Iraq more than 95,000 DOD contractors support 92,000 troops, and in Afghanistan more than 112,000 DOD contractors support approximately 94,000 troops. DOD anticipates that the number of contractors will grow in Afghanistan as the department increases its troop presence in that country.Several long-standing challenges have hindered DOD's ability to manage and oversee contractors at deployed locations. Since 1992, GAO has designated DOD contract management as a high-risk area, in part because of concerns about the adequacy of the department's acquisition workforce, including contract oversight personnel. GAO has reported on many of the challenges that DOD faces and has made several recommendations aimed at improving the oversight and management of contracts in contingency operations. DOD has addressed some, but not all of these recommendations. This testimony addresses the extent to which DOD has institutionalized operational contract support. It is based..."

Book Military Operations

Download or read book Military Operations written by William M. Solis and published by DIANE Publishing. This book was released on 2008-11 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: The DoD relies extensively on contractors to support deployed forces for services that range from food and housing services to intelligence analysis. Since 1997, there have been reports on DoD¿s shortcomings in managing and overseeing its use of contractor support. Part of the difficulty attributed to these shortcomings is that no one person or entity made the decision to send 129,000 contractors to Iraq. Rather, numerous DoD activities were involved, thus adding to the complexity of the problems. This testimony focuses on the problems that DoD has faced, & future challenges, in managing & overseeing its contractor support to deployed forces. Charts & tables.

Book Warfighter Support

Download or read book Warfighter Support written by William Solis and published by DIANE Publishing. This book was released on 2010-08 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: Forces in Iraq and Afghanistan have faced rapidly changing threats to mission failure or loss of life, highlighting the DoD¿s need to develop and field new capabilities more quickly than its usual acquisition procedures allow. Since 2006, Congress has provided nearly $16 billion to counter improvised explosive devices alone. There have been funding, organizational, acquisition, and oversight issues involving DoD's processes for meeting warfighters' urgent needs. This report determined: (1) the extent to which DoD has a means to assess the effectiveness of its urgent needs processes; and (2) what challenges, if any, have affected the overall responsiveness of DoD's urgent needs processes. This review conducted 23 case studies. Illustrations.
