In Iraq and Afghanistan contractor personnel now outnumber deployed troops. In Iraq more than 95,000 DoD contractors support 92,000 troops, and in Afghanistan more than 112,000 DoD contractors support approx. 94,000 troops. DoD anticipates that the number of contractors will grow in Afghanistan as the dept. increases its troop presence in that country. Several long-standing challenges have hindered DoD¿s ability to manage and oversee contractors at deployed locations. (JIEDDO) was created to lead and coordinate all DoD efforts to defeat IEDs. Its primary role is to provide funding to the military services to rapidly develop and field counter-IED solutions. The auditor is recommending that JIEDDO: (1) improve its visibility of counter-IED efforts across DoD; (2) develop a complete plan to guide the transition of initiatives; and (3) define criteria for its training initiatives to help guide its funding decisions. Reset is intended to mitigate the effects of combat stress on equipment by repairing, rebuilding, upgrading, or procuring replacement equipment. Reset equipment is used to supply non-deployed units and units preparing for deployment while meeting ongoing operational requirements. In 2007, GAO reported that the Army's reset strategy did not target equipment shortages for units deploying to theater. For this report, GAO (1) examined steps the Army has taken to improve its equipment reset strategy since 2007, and (2) determined the extent to which the Army's reset reports to Congress provide visibility over reset costs and execution. To conduct this review, GAO reviewed and analyzed DOD and Army documentation on equipment reset strategies and monthly Army reports to Congress, and interviewed DOD and Army officials. "

Under the auspices of the Director, Defense Research and Engineering (DDR & E), the Department of Defense (DoD) High Performance Computing Modernization Program (HPCMP) is the focused modernization effort within the DoD to acquire, manage, and sustain modern HPC resources in support of defense science and technology, and developmental test and evaluation. The HPCMP is rapidly evolving past its initial program development and procurement start up phase and is increasing focus on application of HPC technology and resources to priority defense requirements. This plan describes some of the accomplishments achieved by the program in Fiscal Year (FY) 1997 and outlines the major strategies and milestones we expect to achieve over the next two years. The overriding goal of the program is to exploit HPC technology for military advantage across battlespace. The strategy to achieve this goal is to acquire and sustain world class high performance computing and network capabilities for use by defense scientists and engineers.
