Book excerpt: America's strategy to combat terrorism, resulting from Al-Qaeda's 2001 attacks, falls short of its intent to defeat transnational terrorism. While the tenets of the current counterterrorism strategy were written broadly to enable global employment, this template approach proved ineffective. While focusing its efforts on dismantling terrorist organizations in Afghanistan and Iraq, America neglected parts in Southeast Asia that provided sanctuary to Islamic terrorists. Such sanctuaries facilitated the regrouping, recruiting, and training of Al-Qaeda operatives to conduct subsequent attacks against America and its allies throughout the world. The central research question is: What strategy can the US employ to eliminate Al-Qaeda's influence throughout the Southeast Asian countries of Indonesia, Malaysia, and the Philippines? Recommended strategy changes were generated from applying a three-step analysis approach. First, analyzing the adversary established a foundation from which to develop recommendations to counter Al-Qaedas operations. Second, analyzing three Southeast Asian governments' responses to terrorist threats within their country assisted in the formulation of a counterterror strategy for the region. Finally, the analysis of the current counterterror strategy resulted in recommended adjustments to each of America's instruments of national power--diplomatic, informational, military, and economic--to facilitate elimination of Al-Qaeda's influence in Southeast Asia. Book excerpt: Long before the terrorist attacks of September 11, 2001, awakened the United States and the Western world to the heightened level of the terrorist threat, Southeast Asia had been dealing with this threat. The bombing in Bali that killed 202 people, many of them Australian tourists, was by no means the region's first experience with Islamic extremism, which can be traced back to the 1940s, and the Darul Islam struggle. The most recent group to emerge is Al-Jama'ah Al-Islamiyah (AJAI), the most potent Islamic terrorist organization to date in the region and the group behind the Bali bombing. Understanding the process of Talibanization in Southeast Asia, which was once an oasis of moderate Islam in the modern world, is a key to unraveling the mystery of the increased radicalization in the region. Essentially, this involved the establishment of a political system that was more Islamic in character, either nationally or within a specific territory of a national state. This book analyzes the increasing Talibanization of Southeast Asia, a relatively new phenomenon that involves the adoption of Islamist doctrines, ideologies, and values that are largely militant in character, and that for some groups includes the adoption of violence to achieve their goals. This has succeeded in posing one of the most serious security challenges to the region since the end of the Cold War. Jihadists are operating in small and localized cells even though the broad goals remain the same, namely, to spread sharia, establish an Islamic state, and bring down secular regimes. As most governments do not have the credibility or the expertise to diminish the threat posed by Islamist extremism, Wahhabism, and Salafism, Southeast Asia is in danger of being Talibanized in the near future.

Have Southeast Asian states accepted that the primary threat their countries face is Al-Qaeda-inspired terrorist violence, or are other security concerns deemed more pressing? This study investigates threat perceptions in four Southeast Asian countries: Indonesia, Malaysia, the Philippines, and Singapore. It probes the extent to which their security concerns align with those of Washington, together with their preferred means for dealing with the phenomenon of terrorist violence. The central findings are that, in all four countries, the U.S. counterterrorist security agenda has shaped security perceptions as well as security behavior, though to a greater extent in the Philippines and Singapore than in Indonesia and Malaysia. However, the most important effect in Southeast Asia of this change in the U.S. security priority after 9/11 has been sociopolitical in nature, even where an individual government might not perceive the threat from terrorism to be the major security challenge that it faces. In each of the four states, involvement in the U.S. decision to give overwhelming attention to counterterrorist action has sharpened the focus on long-standing security concerns, especially those connected with the security of the political regime or unity of society. In sum, these countries' domestic concerns interact in complex and subtle ways with their security relationship with the United States, as well as affecting the methods that the individual governments have used to deal with actual or potential terrorist violence inside their countries.

Increased American engagement and expenditure are generally welcomed but are not seen as immediately positive or negative for regional security. Southeast Asians are most concerned with the region's long-term stability. Specific worries are Indonesia's management of domestic instability and future role in the region, political Islam, September 11's impact on state-society relations, and the development of a true community of Southeast Asian nations. Other large states with a sub-regional reach (China, Japan and India) are important mainly to the extent that they affect economic activity and ensure prosperity. Southeast Asia is generally stable. The events of September 11, 2001 did not alter geo-political relations within the region, or between the region and external powers, and have done little more than highlight issues (such as structural reform or political Islam) that were just as important although less discussed before then.

This study, by contrast, offers a very different account. In descriptive terms, this study suggests that such an alarmist picture is highly overdrawn, and it traces instead a pattern of marked decline, demobilization, and disentanglement from state power in recent years for Islamist forces in Southeast Asia. This trend is evident both in the disappointments experienced in recent years by previously ascendant Islamist forces in Indonesia and Malaysia, and in the diminished position of Muslim power brokers in southern Thailand and the Philippines after more than a decade of cooperation with non-Muslim politicians in Manila and Bangkok. In explanatory terms, moreover, this study shows the significance of social and political context. A fuller appreciation of aggression by anti-Islamists and non-Muslims, and of the insecurity, weakness, and fractiousness of Islamist forces themselves, helps to explain the nature, extent, and limitations of Islamist violence, aggression, and assertiveness. This overarching alternative framework not only provides a very different explanation for the "Islamist threat" in Southeast Asia, but also suggests very different policy implications from those offered by specialists on terrorism working on the region.
