At the moment, we accept rehabilitation as the proper social and cultural response to the wounded, swiftly returning injured combatants to their civilian lives. But this was not always the case, as Beth Linker reveals in her provocative new book, War’s Waste. Linker explains how, before entering World War I, the United States sought a way to avoid the enormous cost of providing injured soldiers with pensions, which it had done since the Revolutionary War. Emboldened by their faith in the new social and medical sciences, reformers pushed rehabilitation as a means to “rebuild” disabled soldiers, relieving the nation of a monetary burden and easing the decision to enter the Great War. Linker’s narrative moves from the professional development of orthopedic surgeons and physical therapists to the curative workshops, or hospital spaces where disabled soldiers learned how to repair automobiles as well as their own artificial limbs. The story culminates in the postwar establishment of the Veterans Administration, one of the greatest legacies to come out of the First World War.

In Garbage Wars, the sociologist David Pellow describes the politics of garbage in Chicago. He shows how garbage affects residents in vulnerable communities and poses health risks to those who dispose of it. He follows the trash, the pollution, the hazards, and the people who encountered them in the period 1880-2000. What unfolds is a tug of war among social movements, government, and industry over how we manage our waste, who benefits, and who pays the costs. Studies demonstrate that minority and low-income communities bear a disproportionate burden of environmental hazards. Pellow analyzes how and why environmental inequalities are created. He also explains how class and racial politics have influenced the waste industry throughout the history of Chicago and the United States. After examining the roles of social movements and workers in defining, resisting, and shaping garbage disposal in the United States, he concludes that some environmental groups and people of color have actually contributed to environmental inequality. By highlighting conflicts over waste dumping, incineration, landfills, and recycling, Pellow provides a historical view of the garbage industry throughout the life cycle of waste. Although his focus is on Chicago, he places the trends and conflicts in a broader context, describing how communities throughout the United States have resisted the waste industry's efforts to locate hazardous facilities in their backyards. The book closes with suggestions for how communities can work more effectively for environmental justice and safe, sustainable waste management.

Over the course of the long postwar, Japanese society understood waste variously as backward and retrogressive, an impediment to progress, a pervasive outgrowth of mass consumption, incontrovertible proof of societal excess, the embodiment of resources squandered, and a hazard to the environment. Siniawer also shows how an encouragement of waste consciousness served as a civilizing and modernizing imperative, a moral good, an instrument for advancement, a path to self-satisfaction, an environmental commitment, an expression of identity, and more. From the late 1950s onward, a defining element of Japan’s postwar experience emerged: the tension between the desire for the privileges of middle-class lifestyles made possible by affluence and dissatisfaction with the logics, costs, and consequences of that very prosperity. Waste is an elegant history of how people lived—how they made sense of, gave meaning to, and found value in the acts of the everyday.
