Book excerpt: Wars cause unconscionable damage and are universally condemned as a scourge of humanity. Yet most of the philosophical literature, in a tradition stretching back at least to Augustine, focuses on its justification, either as a form of national defense or as a means of securing a future peace. And this tradition, which has now crystallized into just war theory, continues to dominate our thinking about war and peace. Because we use the concepts and principles of just war theory, we are very limited in the range of questions we ask. The dominant concerns have to do with whether there is just cause for war, and what kinds of violence it is permissible for soldiers to use, both against each other and against civilians. Questions of peace rarely enter into the frame, and when they do, it is only in the context of ending or preventing a war. In this dissertation, I bring peace to the forefront. I argue that war cannot be justified either as a form of national defense or as a means of pursuing peace. Rather than understanding peace primarily in contrast to war, I offer an independent account of peace, as a kind of trusting relationship between political communities. Since peace is a relationship of trust, it cannot be secured by force or threat of force. And so if we seek to live together in peace with our adversaries, under conditions of justice and goodwill, war will be an impossible means. I conclude by considering the question of how, in a world that is marked by so much violence, suspicion, and fear, we can turn away from war and towards peace, and suggest that the answer lies in hope.

In other words, peace and justice clash at times. Therefore, one often starts from a given view of what constitutes justice, but this a priori approach leads - especially when imposed from the outside - straight into discord. This book presents conflicting viewpoints on this question from political, historical, and legal perspectives as well as from a policy perspective.The book also argues that Just Peace should be defined as a process resting on four necessary and sufficient conditions: thin recognition whereby the other is accepted as autonomous; thick recognition whereby identities need to be accounted for; renouncement, requiring significant sacrifices from all parties; and finally, rule, the objectification of a Just Peace by a "text" requiring a common language respecting the identities of each, and defining their rights and duties. This approach basedon a language-oriented process amongst directly concerned parties, goes beyond liberal and culturalist perspectives. Throughout the process, negotiators need to build a novel shared reality as well as a new common language allowing for an enduring harmony between previously clashing peoples.It challenges a liberal view of peace founded on norms claiming universal scope. The liberal conception has difficulty in solving conflicts such as civil wars characterized typically by fundamental disagreements between different communities. Cultures make demands that are identity-defining, and some of these defy the "cultural neutrality" that is one of the foundations of liberalism. Therefore, the concept of Just Peace cannot be solved within the liberal tradition.

It builds on a critical reading of historical landmarks from the Bible through Augustine, Aquinas, the Reformers, Christian peace movements, and key modern figures like Dietrich Bonhoeffer, Reinhold Niebuhr, and recent popes. Similar to just-war theory, peacebuilding is committed to social change and social justice but includes some theorists and practitioners who accept the use of force in extreme cases of self-defense or humanitarian intervention. Unlike just-war theorists, they do not see the justification of war as part of the Christian mission. Unlike traditional pacifists, they do see social change as necessary and possible and, as such, requiring Christian participation in public efforts. Cahill argues that transformative Christian social participation is demanded by the gospel and the example of Jesus, and can produce the avoidance, resolution, or reduction of conflicts. And yet obstacles are significant, and expectations must be realistic. Decisions to use armed force against injustice, even when they meet the criteria of just war, will be ambiguous and tragic from a Christian perspective. Regarding war and peace, the focus of Christian theology, ethics, and practice should not be on justifying war but on practical and hopeful interreligious peacebuilding.
