Book excerpt: Waqfs, or religious endowments, have long been at the very center of daily Islamic life, establishing religious, cultural, and welfare institutions and serving as a legal means to keep family property intact through several generations. In this book R. D. McChesney focuses on the major Muslim shrine at Balkh--once a flourishing city on an ancient trade route in what is now northern Afghanistan--and provides a detailed study of the political, economic, and social conditions that influenced, and were influenced by, the development of a single religious endowment. From its founding in 1480 until 1889, when the Afghan government took control of it, the waqf at Balkh was a formidable economic force in a financially dynamic region, particularly during those times when the endowment's sacred character and the tax privileges it acquired gave its managers considerable financial security. This study sheds new light on the legal institution of waqf within Muslim society and on how political conditions affected the development of socio-religious institutions throughout Central Asia over a period of four hundred years. Originally published in 1991. There are four overlapping contexts: geographical/spatial, economic, social, and political. He discusses the way in which problems and issues within these four contexts have been perceived and articulated and how different, particularly "Central Asian," ways of coping with those issues have evolved.

Book excerpt: Although the city as a central entity did not simply disappear with the Fall of the Roman Empire, the development of urban space at least since the twelfth century played a major role in the history of medieval and early modern mentality within a social-economic and religious framework. Whereas some poets projected urban space as a new utopia, others simply reflected the new significance of the urban environment as a stage where their characters operate very successfully. As today, the premodern city was the locus where different social groups and classes got together, sometimes peacefully, sometimes in hostile terms. The historical development of the relationship between Christians and Jews, for instance, was deeply determined by the living conditions within a city. By the late Middle Ages, nobility and bourgeoisie began to intermingle within the urban space, which set the stage for dramatic and far-reaching changes in the social and economic make-up of society. Legal-historical aspects also find as much consideration as practical questions concerning water supply and sewer systems. Moreover, the early modern city within the Ottoman and Middle Eastern world likewise finds consideration. Finally, as some contributors observe, the urban space provided considerable opportunities for women to carve out a niche for themselves in economic terms.

In terms of specific Sufi traditions, the studies included here reflect DeWeese’s attention to groups and individuals that might be identified (despite the focus of some of his more recent work on questioning the use and meaning of such labels) as Kubravī, Yasavī, and KhwÄjagÄnī/Naqshbandī, with four studies focused entirely on ’Kubravī’ circles (Nos. I, II, V, XI), five on ’Yasavī’ subjects (Nos. III, VII, IX, X, XII), and one on the KhwÄjagÄn (No. VIII), as well as one dealing with Yasavī-Naqshbandī relations (No. VI) and another exploring a group that falls outside these labels (No. IV). KhwÄjagÄnī and Naqshbandī history has a strong ’background’ presence, nevertheless, in five other articles (Nos. I, III, IV, VII, and IX), reflecting the steady rise of the Naqshbandīya to predominance among Central Asian Sufi traditions.

With the Russian conquest in the 1860s and 1870s the region came into contact with modernity. The Jadids, influential Muslim intellectuals, sought to safeguard the indigenous Islamic culture by adapting it to the modern state. Through education, literacy, use of the press and by maintaining close ties with Islamic intellectuals from the Ottoman empire to India, the Jadids established a place for their traditions not only within the changing culture of their own land but also within the larger modern Islamic world. Khalid uses previously untapped literary sources from Uzbek and Tajik as well as archival materials from Uzbekistan, Russia, Britain, and France to explore Russia's role as a colonial power and the politics of Islamic reform movements. He shows how Jadid efforts paralleled developments elsewhere in the world and at the same time provides a social history of the Jadid movement. By including a comparative study of Muslim societies, examining indigenous intellectual life under colonialism, and investigating how knowledge was disseminated in the early modern period, The Politics of Muslim Cultural Reform does much to remedy the dearth of scholarship on this important period. One type of endowment, the public soup kitchen (imaret) served travelers, scholars, pious mystics, and local indigents alike. Constructing Ottoman Beneficence examines the political, social, and cultural context for founding these public kitchens. It challenges long-held notions about the nature of endowments and explores for the first time how Ottoman modes of beneficence provide an important paradigm for understanding universal questions about the nature of charitable giving. A typical and well-documented example was the imaret of Hasseki Hurrem Sultan, wife of Sultan Süleyman I, in Jerusalem. The imaret operated at the confluence of imperial endowment practices and Ottoman food supply policies, while also exemplifying the role of imperial women as benefactors. Through its operations, the imaret linked imperial Ottoman and local Palestinian interests, integrating urban and rural economies.

The creation of a colonial administration in Central Asia presented Russia with similar problems to those faced by the British in India, but different approaches to governance meant that the two regimes often stood in stark contrast to one another. While the Russian administration was characterised by corruption and inefficiency, British rule in India was often more violent, and its subjects much more heavily taxed. Opening with the background to the political situation in Central Asia and a narrative of the Russian conquest itself, the book moves on to analyse official attitudes to Islam and to pre-colonial elites, and the earliest attempts to establish a functioning system of revenue collection. Uncovering the religious and ethnic composition of the military bureaucracy, and the social background, education and training of its personnel, Alexander Morrison assesses the competence of these officers vis-à-vis their Anglo-Indian counterparts. Subsequent chapters look at the role of the so-called 'native administration' in governing the countryside and collecting taxes, the attempt to administer the complex systems of irrigation leading from the Zarafshan and Syr-Darya rivers, and the nature and functions of the Islamic judiciary under colonial rule.
