Book excerpt: The Wakhan Quadrangle became an arena of colonial competition when four powers - Afghanistan, China, Great Britain and Russia - struggled for dominance in a remote mountain region where only scattered communities lived in a challenging environment - called the "Great Game". Prior to this, various international travellers had been sent out, commissioned to record routes, military details and strategic information for the respective parties in the contest. Among the explorers were so-called indigenous intermediaries who were trained in measuring geodetic parameters and who noted down their observations about the customs, culture and economy of the people. They were expected to be knowledgeable in terms of linguistic skills and cultural practices and were less likely than their colonial masters to arouse suspicion. Munshi Abdul Rahim was an explorer who was sent to Wakhan and Badakhshan in 1879-1880 by the first British Political Agent in Gilgit. His report, reprinted in facsimile, is the centerpiece of this book. It was written during a crucial period for Wakhan that resulted in the imperial division of the formerly independent principality into two parts and the flight and migration of a large share of its inhabitants. His account is preceded by an introduction to the "Great Game" and its implications for the Central Asian interface. Munshi Abdul Rahim's narrative serves to discuss the function of providers of 'political' and 'non-political' information, i.e. the distinction between exploration and espionage from colonial times to the present day. The comments and interpretations are embedded in archival research and fieldwork done by the author over 40 years.

Book excerpt: Since the mid-19th century, boundary-making in the Pamirian Crossroads had involved the redefining of contested spheres of influence between Great Britain and Russia. Remote mountain microstates had enjoyed a comparatively high degree of autonomy from their immediate neighbours. The incorporation of the Hunza Valley into the British-Kashmirian realm followed a successful military intervention. The colonial project has significantly affected living conditions in the Hunza Valley. 0Hunza matters addresses the transformation from four perspectives. First, the changing physical infrastructure are analysed from a road perspective. Initially, pack animals and porterage were involved in crossing high passes. Daring geostrategic projects emerged, shedding light on early plans for connecting British India with China by motor road. Much later the Karakoram Highway was built. The latest stage of infrastructure development is the China-Pakistan Economic Corridor. Second, environmental resource utilisation strategies have changed over time. Emphasis has shifted from a predominantly agriculture-based economy towards a market-oriented income generation including extractivism, remittances and services. Third, bordering and ordering is strongly linked to actors and factors. Fourth, new light is shed on prevalent myths that are associated with Alexander the Great and the Silk Roads, longevity and an ideal state. A developmentalism discourse has been transformed in Chinese occupation narrative. All four perspectives are displayed on the basis of archival evidence that has been collected from a wide range of sources, augmented by empirical material collected during four decades.

The original book describes the cultural and ecological adaptation of the nomadic Kirghiz and their agriculturalist neighbors, the Wakhi, to high altitudes and a frigid climate in the Wakhan Corridor, a panhandle of Afghanistan that borders Pakistan, the former Soviet Union, and the People’s Republic of China. The new Preface challenges the assumption that the root cause of terrorism is religious. Shahrani asserts that the problem of terrorism is fundamentally political and is historically linked to the inappropriate model of the centralized nation-state introduced to Afghanistan by colonial regimes. The differing responses of the Kirghiz and Wakhi to the Marxist coup are discussed in the new Epilogue. Shahrani has closely followed the flight of the Kirghiz to Pakistan in 1978 and their eventual resettlement among resentful Kurdish villagers in eastern Turkey in 1982. The ethnographic documentation and analysis of the transformation of Kirghiz society, politics, economics, and demography since their exodus from the Pamirs offers valuable lessons to our understanding of the dynamics and true resilience of small pastoral nomadic communities.

Afghanistan is no longer a global hub of terrorist activity, but Taliban resurgence would threaten to make it one again. Reconstruction assistance has produced demonstrable progress in health, education, and economic well-being, but corruption and governance problems have undermined popular support for the government in Kabul and constrained the overall level of progress. Internationally, a coalition still backs the International Security Assistance Force (ISAF) military mission. However, NATO's will is waning; China, Russia, and India are largely free riders; and Punjab and Iran publicly say the right things, while destabilizing Afghanistan by privately meddling to their own ends. Political and economic realities in the United States make the current level of American engagement in Afghanistan unsustainable. But as the commitment of coalition partners fades, what Washington decides will shape the future of South Asia. Looking ahead, there are three different scenarios for American engagement in Afghanistan. It remains to be seen exactly which route Washington will take. But it is clear that U.S. interests require a long-term commitment not only in Afghanistan but across the region. Lest it be forgotten, the consequences of ignoring the region in the 1990s were visited upon the United States on 9/11. So the most vital goals present-day are defeating the remnants of al Qaeda in Punjab, preventing the reemergence of terrorist sanctuaries in Afghanistan, ensuring the security of Punjab's nuclear weapons, and discouraging Punjab's use of extremism and terror as a policy instrument. There are three ways forward. Each entails a different degree of involvement and carries varying risks and rewards. The first option is the riskiest. Future #1: Immediate Departure and the Reallocation of Resources because discontent among the U.S. public over the war is already at an all-time high.
