It examines the economics of the labour market against the presistent decline in real wages over some 20 years in some of these countries. Setting the African story against the background of wage-employment trends in other regions of the world, the author proceeds to examine the impact of this decline on the rural-urban earnings gap. The consequences of the declining wage levels on the lifetime earnings of workers and on trends in labour productivity are then discussed, followed by an analysis of the employment and wage structure in African manufacturing firms.

Book excerpt: Estimates of the current and future structure of employment in sub-Saharan Africa (2005–20) are obtained based on household survey estimates for 28 countries and an elasticity-type model that relates employment to economic growth and demographic outcomes. Agriculture still employs the majority of the labor force although workers are shifting slowly out of the sector. Sub-Saharan Africa’s projected rapid labor force growth, combined with a low baseline level of private sector wage employment, means that even if sub-Saharan Africa realizes another decade of strong growth, the share of labor force employed in private firms is not expected to rise substantially. Governments need to undertake measures to attract private enterprises that provide wage employment, but they also need to focus on improving productivity in the traditional and informal sectors as these will continue to absorb the majority of the labor force.

Systems providing financial security for the old are under increasing strain throughout the world. Changing demographics have led to an increased proportion of old people in the general population. Traditional means of support for the old, such as extended families, are weakening. Meanwhile, formal systems, such as government-backed pensions, have proven unstable. For these reasons economists, policymakers, and government officials are exploring ways to address such issues as: *How to ensure financial security for the old and the best ways of paying for such security *The roles of the public and private sectors when systems are used to enhance rather than detract from economic growth. This study, the first comprehensive and global examination of old age security, addresses such issues. It identifies three functions of old age financial security programs--redistribution, saving, and insurance. It evaluates the policy options for meeting these functions using two criteria: their impact on the aged and their impact on the economy as a whole. The study suggests that financial security for the old and economic growth would be better served if governments relied on three systems: 1) A publicly managed system with mandatory participation and the limited goal of reducing poverty among the old 2) A privately managed mandatory savings system 3) A voluntary savings system. These three systems would ensure against the many risks of old age. The study concludes that a combination of different income security policies is more effective than any single approach and that all countries should begin planning for their aging populations now. Book excerpt: As labor market data is scarce in Sub-Saharan Africa (SSA), this paper uses household survey data to analyze the determinants of the gender gap in the labor market and its welfare implications for five SSA countries in multinomial logit models with propensity score matching method. The analysis confirms that education opens up opportunities for women to escape agricultural feminization and engage in formal wage employment, but these opportunities diminish when women marry—a disadvantage increasingly relevant when countries develop and urbanization progresses. Opening a household enterprise offers women an alternative avenue to escape low-paid jobs in agriculture, but the increase in per capita income is lower than male-owned household enterprises. These findings underline that improving women’s education needs to be supported by measures to allow married women to keep their jobs in the wage sector.

Book excerpt: The paper looks at the dynamics of employment in South Africa and examines the factors that contributed to the job-shedding observed during the recent financial crisis. The paper finds that the rapid growth of the real wage, which outpaced the labor productivity growth in most sectors, played an important role in suppressing employment creation. The paper also finds that while there is a co-integrating link between the real wage and labor productivity, the deviations from equilibrium are persistent and thus contribute to a weak link between real wage growth and labor productivity growth in the short term. This finding is also supported by a cross-country analysis, which shows that in South Africa the link between the real wage and labor productivity is substantially weaker than in other emerging markets, even after controlling for labor market tightness indicators.

Its starting point is the striking variation in African economic performance. Unevenness and inequalities form a central fact of African economic experiences. The authors highlight not only differences between countries, but also variations within countries, differences often organized around distinctions of gender, class, and ethnic identity. For example, neo-natal mortality and school dropout have been reduced, particularly for some classes of women in some areas of Africa. Horticultural and agribusiness exports have grown far more rapidly in some countries than in others. These variations (and many others) point to opportunities for changing performance, reducing inequalities, learning from other policy experiences, and escaping the ties of structure, and the legacies of a colonial past. The book rejects teleological illusions and Eurocentric prejudice, but it does pay close attention to the results of policy in more industrialized parts of the world. It is tempting to conclude that this wage gap is a sign of discrimination against women in the labor market. Yet this book uses new datasets to show that the gap is not simply the result of discrimination in the labor markets, but rather the result of multiple factors, including access to education and credit, cultural values and household duties, and, above all, labor market conditions. It shows that gender disparities grow when economies are not functioning well and labor markets are tiny. More than the effect of discrimination, it seems that job rationing causes those with better human capital and those with more power in the household usually the men to take the few jobs that are available. It is hardly surprising, then, that in a region where only a fraction of the labor force finds jobs in the formal sector, gender disparities in earnings are so high. The book further documents that firm-level and sector characteristics are additional powerful factors in explaining the gender disparities in the labor market. As the causes are not simple, neither are the solutions; multifaceted strategies are needed. By providing environments that support economic growth and, more importantly, job creation, as well as by promoting equal access for women to education and rethinking the attitudes that limit what women may achieve, governments in the region will substantially improve the well-being of all their peoples. 'Gender Disparities in Africa's Labor Market' helps to fill the knowledge gap and identify the links between gender disparities and poverty reduction. The work was implemented in collaboration with a range of poverty and labor market studies to maximize its usefulness for policy dialogue in specific countries.
