Book excerpt: Wage Earning and Education by Rufus Rolla Lutz The education survey of Cleveland was undertaken in April, 1915, at the invitation of the Cleveland Board of Education and the Survey Committee of the Cleveland Foundation, and continued until June, 1916. As a part of the work detailed studies were made of the leading industries of the city for the purpose of determining what measures should be taken by the public school system to prepare young people for wage-earning occupations and to provide supplementary trade instruction for those already in employment. The studies also dealt with all forms of vocational education conducted at that time under public school auspices. Types of Occupations Studied Separate studies were made of the metal industry, building and construction, printing and publishing, railroad and street transportation, clothing manufacture, department store work, and clerical occupations. The wage-earners in these fields of employment constitute nearly 60 per cent of the total number of persons engaged in gainful occupations and include 95 per cent of the skilled workmen in the city. The survey also gave considerable attention to the various types of semi-skilled work found in the principal industries. We are delighted to publish this classic book as part of our extensive Classic Library collection. In order to supplement the work which had already been done by the Committee on Teachers' Salaries, Tenure, and Pensions, the Commission sent out during February of 1919 a questionnaire to superintendents of schools thruout the country. The data thus collected were turned over to Dr. E. S. Evenden of Teachers College, Columbia University, who, under the direction of the Chairman of the Commission and of Professor N. L. Engelhardt, prepared the report which is submitted herewith. The National Education Association and the teachers of the country are indebted to superintendents who cooperated with the Commission in furnishing the data, to a group of graduate students in Teachers College, Columbia University, who contributed valuable assistance in the tabulation of replies, without cost to the association, but most of all to Dr. Evenden, who gave a large part of his time over a period of eight months in the preparation of this report. Superintendents of schools, teachers, and school board members will find in the study a most careful analysis of the salary problem, together with proposals for salary schedules. It is only as the recommendations made are carried out by local boards of education that we may hope to provide well trained teachers for all American boys and girls. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

Book excerpt: Excerpt from Facts on the Cost of Public Education and What They Mean The Research Department was added to the headquarters organization in response to a general demand from the members of the Association for an agency to supply current educational information. No source existed for supplying data for use in emergency situations. The U. S. Bureau of Education, the Government's agency for supplying statistical information on education, has not been able to publish current data to meet emergency demands. Its staff includes the Commissioner and specialists of recognized ability, but although much good work has been done, funds have not been provided for extensive investigations by these experts. Moreover, the printing fund is so meager that comparatively few of the important reports can be published. Many of them lose their current value in the long delay before publication. This neglect of education on the part of the Government is most regrettable. It results from having the Bureau hidden away in the Department of the Interior. The Secretary of this Department having no special connection with education, and having many other bureaus and divisions in which he is interested, can hardly give more than passing attention to the needs of the Bureau of Education. Because of this situation, it seemed desirable for the National Education Association to establish a Research Department of its own. All feel that no wiser use of membership dues can be made than in maintaining an agency to carry on emergency research work. The Research Department was established in March, and has been in operation only a third of a year. During that time it has been carefully organized and is ready to render service to the members of the Association. This, the first bulletin of the Department, contains information of distinctive value. During the coming year smaller bulletins will be issued containing the latest information on current educational problems. The new Department seeks the support of the school people of the country in carrying on and in encouraging investigations of current educational problems. It works in close cooperation with other educational research agencies. At present there is much duplication of effort in collecting current educational information. At the same time essential data is often not available because of the lack of coordinated effort in carrying on investigations. The Research Department aims to reduce this duplication of effort and to bring about a concerted attack of some of our pressing educational problems. Book excerpt: Excerpt from The Normal School Crisis The state recognizing the value of the service of such an institu tion established four other normal schools, and it was believed that hav ing established them it had committed itself to their support. There has been no change whatever in the appreciation of the central place teacher training schools occupy in a common school system. There has been no change in the appreciation of the far-reaching effect they are having upon the standards of scholarship and education throughout the state. But for reasons rather difficult to discover, the state has not supported these institutions in such a way as to make them most serviceable to the commonwealth. To be sure, little complaint can be offered on the side of their physical equipment. Our five normal schools have, in the main, good buildings and good equipment. The lack of support has touched the spiritual side of these institutions. For many years it was considered such an honor to teach in the normal schools that men and women of the highest training accepted places in the faculty without much consideration of the question of salary. They were men and women devoted so thoroughly to their pro fession that little thought was given to its economic side. Gradually it began to appear that these institutions were falling a Victim to the very excellence of their work. They were training men and women to go out into the schools and teach with such rare excellence as to command something like a just and fair economic reward. Soon the very graduates of these normal schools, as high school principals and city superintendents, were receiving salaries in excess of the teach ers in the institutions from which they graduated. Moreover the re wards in industrial lines were becoming greater and the cost of main taining one's self as a teacher in a normal school was mounting higher and higher each year. At last educational leaders of the state awoke to the fact that the normal schools were no longer attracting to their faculties the best men and women of the state and nation, and that their in uence for good was being curtailed. Every attempt to seek out the cause and remove it led to the conclusion that the teachers in these normal schools were being underpaid - underpaid when com pared with the services they render, underpaid when compared withthe salaries paid to their graduates, underpaid when compared with the appreciating costs of everything they had to buy.
