Book excerpt: The Zimbabwe Tonga people's traditional homelands are primarily the Zambezi Valley districts. The Tonga people who lived along the Zambezi River were displaced in the 1950s to make way for the construction of the Kariba Dam. Today, the Zambezi region is described as having the largest concentrations of food insecure and highly vulnerable people in Zimbabwe. Although gender discourses have become an important topic, few initiatives have committed their intervention strategies to address women's food insecurity in rural villages of Binga District in Zimbabwe. The unique historical experiences of the Tonga women as well as their neglect from the mainstream knowledge have provoked the writing of this study, which explores the vulnerability to food insecurity in rural villages from the perspective of Tonga women. The linkage between their displacement and current food insecurity situation obtaining in Tonga Villages is also examined. Such an undertaking serves as an important purpose of bridging the knowledge gap that exists in literature on rural poverty and food security, and on resettlement projects and their impact to the dislocated communities.

Book excerpt: Based on extensive original fieldwork, this book examines the complex and diverse livelihoods of Zimbabwe’s Tonga people as they have developed over time, including in the wake of the country’s post- 2000 political and economic crises. Despite being endowed with natural resources, the northwest region of Zimbabwe inhabited by the Tonga people is one of the most marginalised and underdeveloped parts of the country, neglected by both colonial and postcolonial governments. The Tonga- speaking people are a minority ethnic group that settled on either side of the Zambezi River around 1100 AD and remain deeply dependent on the river for their socio- economic livelihoods. This book reflects on the challenges faced by the Tonga people, from poor infrastructure, health and education facilities, to the issues caused by soil infertility and extremely low rainfall, which have been exacerbated by climate change. Many Tonga people were displaced by the construction of the Kariba Dam in the 1950s, and their access to the region’s natural resources has been restricted by successive governments. Showcasing the research of Zimbabwean scholars in particular, this book not only reflects on the vulnerabilities faced by the Tonga, but it also looks beyond these, to the livelihood practices that are thriving despite these challenges, and the ways in which livelihoods intertwine with Tonga culture and society more broadly. Overall, this book highlights the resilience of the Tonga people in the face of years of politico- economic crisis and will be an important contribution to research on livelihoods, ethnic minorities and rural development in Africa.

Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

The challenges to be reviewed include market volatility, climate change and state fragility. Analyses of responses to food security crises and risk will cover rural and urban contexts, arenas of national policy formation and global food regimes, and investment in land and productive technologies. This book is unique in two respects. First, it takes a step back from the normative literature focused on specific factors of, for example, climate change, agricultural production or market volatility to look instead at the dynamic interplay between these new challenges. It helps readers to understand that food security is not one discourse, but is rather related to how these different factors generate multiple risks and opportunities. The report also highlights that food insecurity is more than just hunger. For the first time, the report provides evidence that many people in the world, even if not hungry, experience moderate food insecurity as they face uncertainties about their ability to obtain food and are forced to compromise on the quality and/or quantity of the food they consume. This phenomenon is observed globally, not only in low- and middle-income countries but also in high income countries. The report also shows that the world is not on track to meet global nutrition targets, including those on low birthweight and on reducing stunting among children under five years. Moreover, overweight and obesity continue to increase in all regions, particularly among school-age children and adults. The report stresses that no region is exempt from the epidemic of overweight and obesity, underscoring the necessity of multifaceted, multisectoral approaches to halt and reverse these worrying trends. In light of the fragile state of the world economy, the report presents new evidence confirming that hunger has been on the rise for many countries where the economy has slowed down or contracted. Unpacking the links between economic slowdowns and downturns and food insecurity and malnutrition, the report contends that the effects of the former on the latter can only be offset by addressing the root causes of hunger and malnutrition: poverty, inequality and marginalization.
