Apart from sea-level rise, which poses a threat to both human well-being and property, extreme events such as cyclones and storm surges lead not only to significant damage to property and infrastructure, but also to salt water intrusion, groundwater salinisation, and intensified soil erosion, among many other problems. There are also numerous negative impacts on the natural environment and biodiversity, including damage to important wetlands and habitats that safeguard the overall ecological balance, and consequently the provision of ecosystem services and goods on which the livelihoods of millions of people depend. It is against this background that this book has been produced. It includes papers written by scholars, social movements, practitioners and members of governmental agencies, pursuing research and/or executing climate change projects in coastal areas and working with coastal communities. The compelling case for these conclusions is provided in Advancing the Science of Climate Change, part of a congressionally requested suite of studies known as America's Climate Choices. While noting that there is always more to learn and that the scientific process is never closed, the book shows that hypotheses about climate change are supported by multiple lines of evidence and have stood firm in the face of serious debate and careful evaluation of alternative explanations. As decision makers respond to these risks, the nation's scientific enterprise can contribute through research that improves understanding of the causes and consequences of climate change and also is useful to decision makers at the local, regional, national, and international levels. The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. In addition, leaders of federal climate research should redouble efforts to deploy a comprehensive climate observing system, improve climate models and other analytical tools, invest in human capital, and improve linkages between research and decisions by forming partnerships with action-oriented programs.

In Planning for Coastal Resilience, Tim Beatley argues that, in the face of such threats, all future coastal planning and management must reflect a commitment to the concept of resilience. In this timely book, he writes that coastal resilience must become the primary design and planning principle to guide all future development and all future infrastructure decisions. Resilience, Beatley explains, is a profoundly new way of viewing coastal infrastructure—an approach that values smaller, decentralized kinds of energy, water, and transport more suited to the serious physical conditions coastal communities will likely face. Implicit in the notion is an emphasis on taking steps to build adaptive capacity, to be ready ahead of a crisis or disaster. It is anticipatory, conscious, and intentional in its outlook.
