The analysis builds on new empirical evidence collected in Bosnia and Herzegovina, Kosovo, North Macedonia, Serbia, Iraq, Lebanon, and Tunisia. This allows for an innovative comparative perspective on two regions in the European neighbourhood that are rarely studied together, even though they seem to share common patterns of (de-)radicalisation and violent extremism despite their distinct historical, political, and cultural trajectories and relations with the EU. In both regions, the book analyses the roles of and interactions between state, political, religious, and civil society actors in shaping community vulnerability to and/or resilience against violent extremism. Different types of community leaders are equipped with varying levels of authority, trust, legitimacy, and influence over community members. As such, the categories of actors analysed can play either detrimental or beneficial roles, which makes vulnerability and resilience to violent extremism two sides of the same coin. This volume will be of much interest to students of countering violent extremism, terrorism, political violence, security studies, and International Relations generally.

The research sought to answer three main questions: 1) What are key factors of community resilience or vulnerability, and what factors are linked to the development of violent extremist beliefs by individuals and groups and the choice to join foreign violent extremist groups? 2) Which key actors influence community vulnerability or resilience to violent extremism, and how do they shape such dynamics? 3) What is the impact of existing PVE programmes and initiatives in BiH on factors of community vulnerability or resilience to violent extremism? Researchers also wanted to determine: What are the primary entry points for PVE programming and response in BiH? And what crossover exists between PVE activities and peacebuilding and reconciliation efforts in BiH? This research identified several factors and actors that contribute to the degree to which certain communities in BiH have been affected or unaffected by radicalisation. The history of the 1992-1995 war has especially played a decisive role in shaping post-conflict radicalisation processes. This is true both in terms of how wartime actors and activities sowed the seeds of the Salafist movement in BiH and how wartime networks in certain communities increased the likelihood of investment by specific foreign actors in the post-war period. While researchers found that all these communities share some characteristics, including a lack of trust in institutions and a sense of uncertainty about the future, the main differences between affected and unaffected communities are linked to the war.

Book excerpt: Lifestory narratives can be a highly effective tool in efforts to prevent and counter violent extremism. These narratives are authentic personal stories told by those whose lives have been touched by extremism, and through sharing them it is possible to promote understanding and empathy among different members of the affected community, thus building resilience and preventing radicalization. However, in order to develop appropriate lifestory narratives, researchers must keep in mind several key elements of design. First, the stories should be prepared for an intended audience of radicalized individuals, vulnerable individuals, and practitioners. The goals of sharing these stories should be to change public perceptions about vulnerable and radicalized individuals, decrease violent extremist views, prevent radicalization, decrease stigmatization, and support reintegration. There must also be a dissemination strategy for sharing the stories on appropriate media with good timing, with a combination of online and offline messaging. Furthermore, lifestory narratives should not run counter to government policies on preventing and countering violent extremism. Finally, researchers should keep in mind that lifestories may offer four different types of narratives: resilient, alternative, counter, and destigmatization. The last two may be counterproductive and exacerbate tensions rather than reduce them, so it is recommended to use mainly resilient and alternative narrative messaging instead.
