Book excerpt: The last two decades have been marked by intense and accelerated economic, political, and cultural processes that have affected urban spaces. These changes have occurred in different parts of cities (traditional centers, edges, peripheries) and at different levels of the urban system (large and medium-sized cities and in their respective areas of influence). Possibly the clearest expression of the spatial effects on cities can be perceived in their morphological transformations, their territorial dimensions, or in their social problems. Until 2008, urban–territorial processes were a reflection of the logic and inconsistencies of an expansive economic context and of a structural context that favored the development of cities through concurrent processes and actors. As a result, the built land and amount of urbanized and built surfaces increased, together with processes of the expansion and modernization of cities. Since 2008, the expansive economic cycle has ended, and there have been diverse negative consequences. Notably, the construction sector has come to an abrupt halt. Access to credit has also been reduced, and unemployment has increased. The economic recession has caused sociodemographic and socioeconomic issues exemplified by housing vulnerability, with dispossession, evictions, a shortage of social housing, and energy poverty.

It relates to an ancient, permanent issue which directly connects with people’s life and basic needs: the recognition and protection of individuals’ dignity, in particular the inherent worthiness of the most vulnerable human beings. The content of this book is described well enough by its title: ‘Human Dignity of the Vulnerable in the Age of Rights’. Certainly, we do not claim that only the human dignity of vulnerable people should be recognized and protected. We rather argue that, since vulnerability is part of the human condition, human vulnerability is not at odds with human dignity. To put it simply, human dignity is compatible with vulnerability. A concept of human dignity which discards or denies the dignity of the vulnerable and weak is at odds with the real human condition. Even those individuals who might seem more skilled and talented are fragile, vulnerable and limited. We need to realize that human condition is not limitless. It is crucial to re-discover a sense of moderation regarding ourselves, a sense of reality concerning our own nature. Some lines of thought take the opposite view. It is sometimes argued that humankind is – or is called to be – powerful, and that the time will come when there will be no vulnerability, no fragility, no limits at all. Human beings will become like God (or what believers might think God to be). This perspective rejects human vulnerability as in intrinsic evil. Those who are frail or weak, who are not autonomous or not able to care for themselves, do not possess dignity. In this volume it is claimed that vulnerability is an inherent part of human condition, and because human dignity belongs to all individuals, laws are called to recognize and protect the rights of all of them, particularly of those who might appear to be more vulnerable and fragile.

Overarching global changes in access to markets, climatic conditions, and the availability of natural resources intensify disparities in income, assets, and power among genders. This book explains these gender dynamics at macro and micro levels through GIS and spatial analysis. Chapter 1 provides an overview of the current role of GIS in the context of gender inequalities, how it still exists globally despite substantial national and international measures that have been taken toward gender equality. It illustrates global and country-level maps of measures of gender inequalities, such as gender equality index, access to basic education, health and life expectancy, equality of economic opportunity, and political empowerment. The global case studies provided in the consequent chapters explore the world of gender inequalities and get directly involved with some of the GIS and mapping applications. Chapter 2 investigates how GIS can be adapted for the criminal justice response to domestic violence (DV) and to eliminate gender-based violence. Using data from a number of Ibero-American nations, the study combines environmental, socio-economic and geographic factors to construct a set of spatial and technical indicators that measure the social vulnerability and industrial hazardousness of a defined area. Aggregating these indicators in a geographic information system (GIS) allows researchers to assess the potential risk to which a certain area and its population are subject as a result of the environmental deterioration caused by co-located industrial activity.
