Book excerpt: The goal of Riots in the Cities, editors Silvia Marina Arrom and Servando Ortoll contend, is to encourage Latin Americanists to rethink standard notions of urban politics before the populist era. The actual political power wielded by the underprivileged city dwellers before the twentieth century has received little scholarly attention or has been downplayed. Researchers often described urban inhabitants as having little influence over both their lives and on the politics of their day. The elite were perceived as having firm control over the political process. The seven essays in this reader analyze urban riots that broke out in major Latin American population centers between 1765 and 1910. Inspired by the works of Eric Hobsbawm and George Rud_, the authors find that the participants in these riots were far from irrational. The crowds responded to specific social provocation and attacked property rather than people. When taken together these essays challenge the notion that prior to 1910 power was strictly in the hands of the elite. Lower-class city residents, too, held strong opinions and acted on their convictions. Most important, their voices were not unheeded by those who officially wielded power and implemented social policies.

Argentina is a dominant player in Latin American film, known for its documentaries, detective films, melodramas, and auteur cinema. In the past twenty years, however, the country has also emerged as a notable producer of horror films. Blood Circuits focuses on contemporary Argentine horror cinema and the various cinematic pleasures it offers national and transnational audiences. Jonathan Risner begins with an overview of horror film culture in Argentina and beyond. He then examines select films grouped according to various criteria: neoliberalism and urban, rural, and suburban spaces; English-language horror films; gore and affect in punk/horror films; and the legacies of the last dictatorship (19761983). While keenly aware of global horror trends, Risner argues that these films provide unprecedented ways of engaging with the consequences of authoritarianism and neoliberalism in Argentina. Blood Circuits is an important and much-needed contribution to the fields of Latin American cinema and popular culture, and genre film studies with a focus on horror cinema. Meléndez-Badillo tells the story of how a cluster of self-educated workers burst into Puerto Rico's world of letters and navigated the colonial polity that emerged out of the 1898 US occupation. They did so by asserting themselves as citizens, producers of their own historical narratives, and learned minds. Disregarded by most of Puerto Rico's intellectual elite, these workers engaged in dialogue with international peers and imagined themselves as part of a global community. They also entered the world of politics through the creation of the Socialist Party, which became an electoral force in the first half of the twentieth century. Meléndez-Badillo shows how these workers produced, negotiated, and deployed powerful discourses that eventually shaped Puerto Rico's national mythology. By following these ragtag intellectuals as they became politicians and statesmen, Meléndez-Badillo also demonstrates how they engaged in racial and gender silencing, epistemic violence, and historical erasures in the fringes of society. Ultimately, The Lettered Barriada is about the politics of knowledge production and the tensions between working-class intellectuals and the state.
