The implementation of the Help America Vote Act of 2002 (HAVA) raises the question, how effective have reforms been? Could another Florida happen? Helping America Vote is focused on the conflict between values of access and integrity in U.S. election administration. Kropf and Kimball examine both what was included in HAVA and what was not. Widespread agreement that voting equipment was a problem made technology the centerpiece of the legislation, and it has remedied a number of pressing concerns. But there is still reason to be concerned about key aspects of electronic voting, ballot design, and the politics of partisan administrators. It takes a legitimacy crisis for serious election reforms to happen at the federal level, and seemingly, the crisis has passed. The Voting Rights Act was weakened by The Court in 2013. More recently, the unprecedented presidential election of 2016 generated accusations from the left and right that America’s elections were ‘a rigged system’ of caucuses, conventions, and campaign finance desperately in need of reforms. Changing How America Votes is an edited volume comprised of 15 short substantive chapters on various specific reform topics that examine how electoral democracy in the United States is working, and how it might be improved. Editor Todd Donovan has written brief introductory and concluding chapters, and very brief introductions to the following three thematic sections that divide the readings accordingly: Voting and Participation: Changing Who Votes; Electoral Rules and Systems: Changing How We Vote; and Changing the Role of Parties and Money. Book excerpt: The Politics of Voter Suppression arrives in time to assess actual practices at the polls this fall and to reengage with debates about voter suppression tactics such as requiring specific forms of identification. Tova Andrea Wang examines the history of how U.S. election reforms have been manipulated for partisan advantage and establishes a new framework for analyzing current laws and policies. The tactics that have been employed to suppress voting in recent elections are not novel, she finds, but rather build upon the strategies used by a variety of actors going back nearly a century and a half. This continuity, along with the shift to a Republican domination of voter suppression efforts for the past fifty years, should inform what we think about reform policy today. Wang argues that activities that suppress voting are almost always illegitimate, while reforms that increase participation are nearly always legitimate. In short, use and abuse of election laws and policies to suppress votes has obvious detrimental impacts on democracy itself. Such activities are also harmful because of their direct impacts on actual election outcomes. Wang regards as beneficial any legal effort to increase the number of Americans involved in the electoral system. This includes efforts that are focused on improving voter turnout among certain populations typically regarded as supporting one party, as long as the methods and means for boosting participation are open to all. Wang identifies and describes a number of specific legitimate and positive reforms that will increase voter turnout.

Book excerpt: In the US, there is wide variation from state to state in the institutional arrangements - for example, registration laws - that structure the environment in which citizens decide whether to vote and parties decide whom to mobilize. This has important consequences for who gets elected and the policies they enact. In this book Michael Hanmer argues that to understand how these institutional arrangements affect outcomes, it is necessary to consider the interactions between social and political context and these laws. He tests this theory by examining how the factors that influence the adoption of a set of registration laws affect turnout, the composition of the electorate, and party strategies. His multi-method research design demonstrates that the effect of registration laws is not as profound as either reformers would hope or previous studies suggest, especially when reform is a response to federal legislation. He concludes by arguing for a shift in the approach to increasing turnout.
