Book excerpt: Following the (re-) introduction of multiparty systems in Africa in the early 1990s, third and fourth elections in Africa’s new democracies and hybrid regimes are now being seen. Although there is a large and growing literature on democracy and elections in Africa, parties and party systems have hitherto not been the focus of research, which may be surprising given their central role in a liberal democracy. The early works from the 1960s and 1970s provide neither a sound conceptual nor empirical basis. Research on political parties and party systems in Africa is still in its infancy. Various contributions in this volume address the theoretical and conceptual challenges provided by the African parties and party systems with their particular features of weak organization, informal relationships dominated by "big men" and clientelism within a neopatrimonial setting. Others raise the crucial question of representation in relation to ethnicity, civil society and gender, or look into the empirical relationship between party systems and democracy. Further chapters ask questions about the appropriate electoral system for the multiethnic context in Africa and deal with the problem of electoral system reform. Finally, there are chapters which focus on the neglected area of electoral violence, and the moral role of money and vote buying is scrutinized through a case study. An important conclusion is that party research in Africa needs more conceptual clarity as well as empirical research particularly on party organization, voting behavior, and the role of ethnicity. In some cases, disputes have been settled peacefully through legal appeals and electoral reforms. In the worst cases, however, disputes have triggered bloodshed or government downfalls and military coups. Contentious elections are characterized by major challenges, with different degrees of severity, to the legitimacy of electoral actors, procedures, or outcomes. Despite growing concern, until recently little research has studied this phenomenon. The theory unfolded in this volume suggests that problems of electoral malpractice erode confidence in electoral authorities, spur peaceful protests demonstrating against the outcome, and, in the most severe cases, lead to outbreaks of conflict and violence. Understanding this process is of vital concern for domestic reformers and the international community, as well as attracting a growing new research agenda. In this book, Steven I. Wilkinson uses newly collected data on Hindu-Muslim riots, socio-economic factors and competitive politics in India to test his theory that riots are fomented in order to win elections and that governments decide whether to stop them or not based on the likely electoral cost of doing so. He finds that electoral factors account for most of the state-level variation in Hindu-Muslim riots: explaining for example why riots took place in Gujarat in 2002 but not in many other states where militants tried to foment violence. The general electoral theory he develops for India is extended to Ireland, Malaysia and Romania as Wilkinson shows that similar political factors motivate ethnic violence in many different countries.

Violent Victors traces how parties derived from violent, wartime belligerents successfully campaign as the best providers of future societal peace, attracting votes not just from their core supporters but oftentimes also from the very people they targeted in war. Drawing on more than two years of groundbreaking fieldwork, Sarah Daly combines case studies of victim voters in Latin America with experimental survey evidence and new data on postwar elections around the world. She argues that, contrary to oft-cited fears, postconflict elections do not necessarily give rise to renewed instability or political violence. Daly demonstrates how war-scarred citizens reward belligerent parties for promising peace and security instead of blaming them for war. Yet, in so casting their ballots, voters sacrifice justice, liberal democracy, and social welfare.
