Available in PDF, EPUB and Kindle. Book excerpt: The Help America Vote Act of 2002 requires the states to develop a single, computerized voter registration data base (VRD) that is defined, maintained, and administered at the state level. To help the states with this task, the U.S. Election Assistance Commission asked the NRC to organize a series of workshops and prepare an interim report addressing the challenges in implementing and maintaining state VRDs. The EAC also asked the NRC to advise the states on how to evolve and maintain the databases so that they can share information with each other. This report provides an examination of various challenges to the deployment of state VRDs and describes potential solutions to these challenges. This interim report's primary focus is on shorter-term recommendations although a number of long-range recommendations are presented. The final report will elaborate on the long-range questions and address considerations about interstate interoperability of the VRDs.

Download or read book Introducing Biometric Technology in Elections written by Peter Wolf and published by International Institute for Democracy and Electoral Assistance (International IDEA). This book was released on 2017-06-20 with total page 66 pages. Available in PDF, EPUB and Kindle. Book excerpt: A credible voter register gives legitimacy to the electoral process and helps prevent electoral fraud. However, voter registration remains a complex and contested task. It is one of the most important activities that an electoral management body needs to conduct, but it is also one of the most costly in terms of both time and resources. Many countries that face challenges in creating an accurate voter register are considering reforming their voter registration systems through the introduction of biometric technologies. The drive towards biometrics has been facilitated by its largely apolitical nature. Investing in high-tech solutions allows stakeholders to demonstrate their commitment to resolving electoral problems. At the same time, expectations on biometric solutions may be exaggerated. This guide provides an overview of key concepts and considerations for all stakeholders involved in discussions about the application of biometrics in elections, both for voter registration before an election and for voter verification at polling stations on election day.

Available in PDF, EPUB and Kindle. Book excerpt: An impassioned takedown of the undemocratic features of American electoral politics and their role in the 2016 election. Americans are taught to cherish our democracy, especially our right to vote. But after the 2016 presidential election, we are confronted, yet again, with the reality that our system is neither free nor fair. Almost every step along the way is filled with intentional and unintentional pitfalls, barriers, and dysfunction. The results disadvantage, discourage, and ultimately disenfranchise, but a myth persists that our elections and democracy are exemplary. Our system is adept at pre-empting the very citizens whose participation would upend governing classes and economic elites. That’s done by making voting more complicated, less accountable and resistant to reform. Whether we’re talking about voter ID laws, superdelegates, convoluted state recount rules, or the archaic Electoral College, procedures have greater weight than democratic principles, or evidence-based determinations. Democracy Betrayed catalogs the long litany of ways our elections failed, and continue to fail, their billing as model democracy. It will look through the lens of impassioned skepticism, highlighting what went wrong and conveying why that need not be the case. More people registered to vote in 2016 than ever before, even if turnout was about the same as 2012. That shows people want a system they can believe in. This book will speak to them and show them how they can fight for a better democracy.

Book excerpt: Behind the deeply contentious 2020 election stands a real story of a broken election process. Election fraud that alters election outcomes and dilutes legitimate votes occurs all too often, as is the bungling of election bureaucrats. Our election process is full of vulnerabilities that can be — and are — taken advantage of, raising questions about, and damaging public confidence in, the legitimacy of the outcome of elections. This book explores the reality of the fraud and bureaucratic errors and mistakes that should concern all Americans and offers recommendations and solutions to fix those problems.
