This report indicates that voluntary work in the Nordic region remains stable but, under the surface, structural changes are taking place that suggest that voluntary work and organisations are now finding a different role to the one they occupied previously.

Since the mid-1970s, however, the Nordic countries have moved in different directions. Today, the Nordic countries represent the entire continuum in European citizenship policies – from liberal Sweden to restrictive Denmark, with the other Nordic neighbors in between. This report reviews the historical development and the current citizenship regime in the five Nordic countries, it provides statistics on the acquisition and loss of citizenship in each country over the past 10-15 years, and it offers a comparative analysis of the divergent development of citizenship law in the 2000s. The concluding chapter discusses possible consequences of the different citizenship regimes and the prospects for strengthened cooperation between the Nordic countries in the area of citizenship law.

Often these countries have been considered deviant cases against the proliferating decline of social capital studies. However, despite great international interest in the Scandinavian region, the volume argues that the civil societies and the civic engagement of these countries remain poorly understood. Most interest in the Scandinavian welfare models addresses the balance between state and market, but under communicates the role played by civil society and popular engagement in associations and voluntary organizations. The contributions offer a coherent portrait of stability and change in formal and informal forms of civic engagement over the past 25 years as well as offering contextualized knowledge of the history and institutional design in which Scandinavian civil societies are embedded.

With attention to the implications of notions of homogeneity for the everyday lives of migrants and racialised minorities in the region, as well as the increasing securitisation of those perceived not to be part of the homogenous nation, this volume provides detailed analyses of how welfare state policies, media, and authorities seek to manage and govern cultural, religious, and racial differences.
