Book Negotiation in Decentralization

Download or read book Negotiation in Decentralization written by Ming Yang and published by Springer Science & Business Media. This book was released on 2012-05-01 with total page 255 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Chinese government set a target to reduce China’s carbon intensity by 40%-45% in 2020 at its 2005 level. To achieve this target, the government has allocated targets to provinces, cities, and large enterprises, and selected five pilot provinces and eight cities for CO2 emission trading. Such emission trading process will involve decentralization, optimization, and negotiation. The prime objective of this book is to perform academic research on simulating the negotiation process. Through this research, a methodological framework and its implementation are set up to analyze, model and facilitate the process of negotiation among central government and individual energy producers under environmental, economical and social constraints. Negotiation In Decentralization: Case Study Of China's Carbon Trading In The Power Sector discusses research carried out on negotiation issues in China regarding Chinese power sector reform over the past 30 years. Results show that conflicts exist between power groups and the national government, and that the most current negotiation topics in China's power industry are demand and supply management, capital investment, energy prices, and CO2 emission mitigations. Negotiation In Decentralization: Case Study Of China's Carbon Trading In The Power Sector is written for government policy makers, energy and environment industry investors, energy program and project managers, environment conservation specialists, university professors, researchers, and graduate students. It aims to provide a methodology and a tool that can resolve difficult negotiation issues and change a loss-loss situation to a win-win situation for key players in a decentralized system, including government policymakers, energy producers, and environment conservationists.

Book Public Sector Decentralization

Download or read book Public Sector Decentralization written by Jerry M. Silverman and published by World Bank Publications. This book was released on 1992-01-01 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper is addressed to a broad audience of development professionals who are interested in both the substance of decentralisation issues and their impact on economic development. The paper summarises experience with alternative decentralisation arrangements and suggests a new analytical framework for assessing the impact of such arrangements on the performance of economic development programmes and projects. Consideration of alternative forms of decentralisation reveals the need to clarify and establish priorities among economic and political objectives. The potential for conflict among multiple objectives and the need to assess decentralisation policies in terms of acceptable trade-offs among those objectives summarises the importance of this paper.

Book Decentralization In Mexico

Download or read book Decentralization In Mexico written by Victoria Rodriguez and published by Routledge. This book was released on 2018-05-04 with total page 397 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book assesses the impact of decentralization on Mexico’s intergovernmental relations and examines the constraints upon the devolution of political power from the center to the lower levels of government. It also discusses the distribution of power and authority to governments of opposition parties within the context of a more open political space. Victoria Rodríguez uncovers a new paradox in the Mexican political system: retaining power by giving it away. She argues that since the de la Madrid presidency (1982–1988), the Mexican government has embarked upon a major effort of political and administrative decentralization as a means to increase its hold on power. That effort continued under Salinas, but paradoxically led to further centralization. However, since Zedillo assumed the presidency, it has become increasingly clear that the survival of the ruling party and, indeed, the viability of his own government require a genuine, de facto reduction of centralism.

Book Decentralization Development

Download or read book Decentralization Development written by G. Shabbir Cheema and published by SAGE Publications, Incorporated. This book was released on 1983-05 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: Disillusioned with the results of centralized government planning, many countries have recently tried placing planning authority with state, regional or district agencies. The authors in this volume examine experiences in Asia, South America, and Africa to review the varieties of decentralization policies and programmes. They identify the social, economic, and political factors that seem to influence their success or failure. Alternative approaches to decentralization of development planning are discussed, and prescriptions for improved implementation are made. Different concepts of decentralization are explored throughout the book, and the advantages and disadvantages of different forms of decentralization are also detailed.

Book Development Betrayed

Download or read book Development Betrayed written by Richard B Norgaard and published by Routledge. This book was released on 2006-05-18 with total page 281 pages. Available in PDF, EPUB and Kindle. Book excerpt: Modernity promised control over nature through science, material abundance through technology and effective government through rational, social organization. Instead of leading to this promised land it has brought us to the brink of environmental and cultural disaster. Why has there been this gap between modernity's aspirations and its achievements? Development Betrayed offers a powerful answer to this question. Development with its unshakeable commitment to the idea of progress, is rooted in modernism and has been betrayed by each of its major tenets. Attempts to control nature have led to the brink of environmental catastrophe. Western technologies have proved inappropriate for the needs of the South, and governments are unable to respond effectively to the crises that have resulted. Offering a thorough and lively critiques of the ideas behind development, Richard Norgaard also offers an alternative co-evolutionary paradigm, in which development is portrayed as a co-evolution between cultural and ecological systems. Rather than a future with all peoples merging to one best way of knowing and doing things, he envisions a future of a patchwork quilt of cultures with real possibilities for harmony.

Book Implementing Rural Development Projects

Download or read book Implementing Rural Development Projects written by Elliott R Morss and published by Routledge. This book was released on 2019-11-20 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book deals with problems frequently encoun-tered by agencies, managers, and technicians who try to implement large-scale development projects. Specifically, it focuses on the implementation problems associated with projects sponsored by the U.S. Agency for International Development (AID) and the World Bank in developing countries. Some historical background on how implementation problems became a focus of concern is presented below. Development assistance on a significant scale started with Marshall Plan aid to reconstruct Western Europe following World War II. [1] In that case, the donor (the United States) asked not to be part of the process that determined how the money was to be spent. Instead, the United States asked the West European countries to establish their own priorities for assistance (which they did after a considerable amount of inter-country negotiation).

Download or read book Development Projects as Policy Experiments written by Dennis A. Rondinelli and published by Routledge. This book was released on 2013-05-13 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: International assistance programmes for developing countries are in urgent need of revision. Continuous testing and verification is required if development activity is to cope effectively with the uncertainty and complexity of the development process. This examines the alternatives and offers an approach which focuses on strategic planning, administrative procedures that facilitate innovation, responsiveness and experimentation, and on decision-making processes that join learning with action. A useful text for academics and practitioners in development studies, geography and sociology.
