Chapter 2 describes the Belgian economy. The system of training in primary and secondary schools is described in Chapter 3 and includes descriptions of nursery school, primary school, secondary education, apprenticeship for young people aged 16-18, and apprenticeships in occupations pursued by salaried workers. Chapter 4 describes higher education and continuing training in Belgium, including social advancement courses, adult vocational training programs run by the National Employment Office, and continuing training organized by centers for the middle classes. Book excerpt: This comparative study is intended to shed light on how vocational training is recognized and used as an instrument to mitigate the grave employment problems now facing all the countries of Europe. The three countries--Belgium, France, and Italy--are examined successively on the basis of a virtually identical approach. Each chapter begins with a description of the labor market, providing information on the main characteristics of employment and unemployment in recent years, the functional specificities governing the labor supply and demand, and the manifestations of public intervention (employment policy, training policy, and relevant public institutions), from which it can be determined if there is evidence of a preoccupation with the prevention of unemployment. This descriptive survey is followed by two sections examining collective and individual training measures that might be regarded as contributing toward unemployment prevention. The final section in each chapter examines the development prospects for training to prevent unemployment in light of the situation prevailing in the country and the degree to which the debate on this notion has developed. The report focuses only on training measures offered to lower- and medium-level personnel (skilled and unskilled manual workers and employees). (YLB)

Because of lack of time and the complex nature of vocational education in the country, only preliminary results are reported. The first three chapters of the report describe training as it exists now. The first chapter discusses three types of vocational training: social advancement training, apprenticeships, and training schemes organized by the national employment office. It also covers two other types of training--evening courses offered by universities, and private courses. Chapter 2 examines training which has been organized by industry, often in collaboration with trade unions, based on data gathered by six exploratory investigations divided between industrial and tertiary sectors. The third chapter describes the measures introduced recently to combat unemployment. The final chapter puts forward a number of questions for discussion, such as: What are the problems of this nebulous educational area? How are they intertwined? and What should be done to obtain better information in order to take action? (KC)

Book excerpt: The EUROTECNET program was implemented to develop and improve vocational training policies and systems to meet the challenges of change in the economic and social situation through the development of innovative responses and actions. Each Member State of the European Community was asked to identify one issue of strategic and critical importance to the vocational training system that would benefit from a focused examination and debate at a national and European level. As a result, a series of conferences was launched in all 12 Member States. Each dealt with a different theme of critical importance for vocational training systems that was likely to benefit from innovative solutions. The discussions focused on the following topics: the learning organization and reinforcement of quality assurance; role of small and medium-sized enterprises (SMEs); identification of individual competencies; a continuum of lifelong learning; involvement of social partners in the strategy for vocational education; and radical change in companies' in-house training. The following conclusions were reached: training was a part of a comprehensive approach to change; the greatest challenge was unemployment; change was posing new challenges for companies; innovation was needed; a new focus on the individual was crucial; employees should have core competencies; SMEs must invest in training; and the concept of partnership between industry and the vocational education and training systems must be applied more broadly. The biggest challenge was the acquisition of the new competencies for general workers. (YLB)
