Book excerpt: This comparison study is based on individual studies of different countries on the subject of "Vocational Training and Job Creation Programmes" carried out by well-known German research institutes. It established the different types of job creation schemes in operation in the Member States of the European community. It investigated the linkage of job creation programs with vocational training and evaluated the effects and conclusions of policies on the labor market and vocational training. Three forms of labor market-oriented and vocational training programs were differentiated: employment-oriented, training-oriented, and autonomy-oriented (advocacy of entrepreneurship) job creation schemes. Evaluation was based on three criteria resulting from the economic and social rationales behind the objectives of the schemes: orientation toward the target groups, assessment of output orientation/allocative efficiency, and form of training. In the main, designs of job creation programs were found to neglect the allocative aspect. The weak points in the linkage between job creation schemes and vocational training were even more pronounced. In the majority of programs, the training function had hardly been taken into account at all. Job creation schemes were seen as having great possibilities if more effective combinations of employment effects, demand-oriented work, and vocational training were aimed at and achieved.
