Book excerpt: This report on vocational education and training (VET) reform in Poland is one of a series of country reports by the European Training Foundation on the reform process in partner countries. Chapter 1 provides basic data on the country. Chapter 2 describes the present situation and recent developments in VET. It covers main features of the educational system, strategic objectives for VET, and legislative framework. It looks at developments in these areas: administrative structure and decentralization; finance; adaptation of training to changes in the economy and society; identification of skills needs; quality standards and qualifications; promotion of continuing VET; social partners; involvement of enterprises in VET; equal opportunities; access to training; and vocational guidance and counseling. Chapter 3 describes international assistance and cooperation, including the European Union's Phare (VET reform) and Leonardo programs. Chapter 4 covers these challenges and further needs: skills needs analysis, institutional arrangements, and qualifications and training methods. Chapter 5 suggests these priorities for further assistance: reinforced legal framework for VET; VET research network; social partner involvement; financing; development of training standards; curriculum development; and teacher training. Appendixes include key indicators, VET system diagram, legislative framework, responsible bodies, and international assistance. (YLB)

Book excerpt: The aim of this paper is to describe and discuss the evolution, the current state and the perspectives of the vocational education and training (VET) system in Poland. In the period of the economic slowdown in Poland and the Financial and Sovereign Debt Crisis in several EU member states, the need for structural reforms, including the reform of the vocational education and training is becoming increasingly important. Therefore, in the paper the special attention has been paid to the links between the education and labor markets in view of the signaled difficulties in smoothing the transition of VET graduates from schooling to work. The paper identifies the needs of Polish employers in relation to vocational training and puts forward some propositions for policy makers in order to improve the employability of VET graduates.

Book excerpt: Poland's education reforms have produced a large overall improvement in educational performance, as measured by results on the Organization for Economic Cooperation and Development (OECD) Program for International Student Assessment (PISA). Before 1999, primary school in Poland was 8 years, followed by tracking into vocational or academic programs. Now, the primary cycle has been changed to six years, followed by three years of comprehensive lower secondary school or gymnasium for all students, before a vocational tracking decision is made. Increased hours of instruction and delayed tracking of students into the vocational education stream were the most important factors in the improvement of test scores. In 2000, only one percent of polish students received more than four hours of language class, while in 2006, 76 percent of students received more than four hours of language class.

The OECD’s Programme for International Student Assessment (PISA) released the results of its 2018 assessment in December 2019. This book reflects the debates that typically follow the release of these results and focuses on the causes of differences between countries. Such causes include continuous decline in one country, improvement combined with increasing internal inequalities in another country, or rapid improvement in spite of an outdated curriculum in yet another. In addition, the book discusses a number of general questions: Is knowledge outdated? Are computers taking over and replacing teachers? Are schools killing creativity? Are we adequately preparing the next generation? Are schools failing to educate our kids? The book starts out with a summary of PISA’s evolution and PISA results, and an explanation of the major factors that play a role in changes in countries’ results. Book excerpt: This open access book offers a comparative study of eight ambitious national reforms that sought to create opportunities for students to gain the necessary breath of skills to thrive in a rapidly changing world. It examines how national governments transform education systems to provide students opportunities to develop such skills. It analyses comprehensive education reforms in Brazil, Finland, Japan, Mexico, Peru, Poland, Portugal and Russia and yields original and important insights on the process of educational change. The analysis of these 21st century skills reforms shows that reformers followed approaches which are based on the five perspectives: cultural, psychological, professional, institutional and political. Most reforms relied on institutional and political perspectives. They highlight the systemic nature of the process of educational change, and the need for alignment and coherence among the various elements of the system in order. They underscore the importance of addressing the interests of various stakeholders of the education system in obtaining the necessary impetus to initiate and sustain change. In contrast, as the book shows, the use of a cultural and psychological frame proved rarer, missing important opportunities to draw on systematic analysis of emerging demands for schools and on cognitive science to inform the changes in the organization of instruction. Drawing on a rich array of sources and evidence the book provides a careful account of how education reform works in practice. The Introduction summarizes the results of studies of 16 countries and 2 territories: Hungary, Poland, the Czech Republic, The Russian Federation, Kazakhstan, China, Indonesia, Malaysia, the Republic of Korea, Chile, Mexico, South Africa, Tanzania, Zambia, Egypt, Jordan, and the West Bank and Gaza. Each of the 17 countries listed has an entire chapter devoted to its unique experience. The chapters analyze the labor market developments that determine the demand for VET, the supply response of the VET system, the problems that arise in matching demand and supply, and the major innovations in resolving these problems. Labor market analysis is restricted to labor regulations and indicators relevant to the demand for skilled and technical workers. Book excerpt: Increasing the share of vocational secondary schooling has been a mainstay of development policy for decades, especially in formerly socialist countries. However, the transition to market economies led to significant restructuring of school systems and a decline in the number of vocational students. Exposing more students to a general curriculum could improve academic abilities. To test the hypothesis that delayed vocational streaming improves academic outcomes, this paper analyses Poland's significant improvement in international achievement tests and the restructuring of the education system, which expanded general schooling. Using propensity-score matching and difference-in-differences estimates, the authors show that delaying vocational education had a positive and significant impact on student performance on the order of one standard deviation.
