Book excerpt: Developments in vocational education and training (VET) in Tanzania and Zimbabwe since the 1980s were examined in the context of economic reform. Formal VET provision in each country's public and private sectors was reviewed, and case studies of one firm in each country's manufacturing and tourism industries were conducted. The research identified important changes in Tanzania's and Zimbabwe's VET systems since the start of economic reforms. Tanzania's fiscal crisis has forced public sector training institutions to commercialize their training activities. Although Tanzania has made very significant progress in adjusting its VET system to meet the major skill requirements of a rapidly liberalizing economy, economic liberalization has not resulted in the creation of an effective and efficient demand-driven VET system in either Tanzania or Zimbabwe. Unlike the situation in Tanzania, the government in Zimbabwe has not relinquished its tight control over the VET system. Public sector VET there remains supply-driven because of government control of training resources, little involvement of key stakeholders, and massive social demand for postsecondary VET. The following are among the actions required in both countries: (1) create a properly functioning national training agency whose governance and planning structures can respond to the training needs of their main economic sectors; (2) accelerate the pace of organizational reform among public sector training institutions; (3) reform the existing VET qualification and accreditation systems; and (4) establish a coherent strategy for VET for the poor and disadvantaged. Book excerpt: Arguably, one of the most polarising figures in modern times has been Robert Gabriel Mugabe, the former President of the Republic of Zimbabwe. The mere mentioning of his name raises a lot of debate and often times vicious, if not irreconcilable differences, both in Zimbabwe and beyond. In an article titled: Lessons of Zimbabwe, Mahmood Mamdani succinctly captures the polarity thus: It is hard to think of a figure more reviled in the West than Robert Mugabe and his land reform measures, however harsh, have won him considerable popularity, not just in Zimbabwe but throughout southern Africa. This, together with his recent stylised ouster, speaks volumes to his conflicted legacy. The divided opinion on Mugabes legacy can broadly be represented, first, by those who consider him as a champion of African liberation, a Pan-Africanist, an unmatched revolutionary and an avid anti-imperialist who, literally, spoke the truth to Western imperialists. On the other end of the spectrum are those who seemingly paying scant regard to the predicament of millions of black Zimbabweans brutally dispossessed of their land and human dignity since the Rhodesian days have differentially characterised Mugabe as a rabid black fascist, an anti-white racist, an oppressor, and a dictator. Drawing on all these opinions and characterisations, the chapters ensconced in this volume critically reflect on the personality, leadership style and contributions of Robert Mugabe during his time in office, from 1980 to November 2017. The volume is timely in view of the current contested transition in Zimbabwe, and with regard to the ongoing consultations on the Land Question in neighbouring South Africa. It is a handy and richly documented text for students and practitioners in political science, African studies, economics, policy studies, development studies, and global studies.

Within the next decade, when this cohort becomes the core of the labor market, an estimated 40 million more youth will drop out, and will face an uncertain future with limited work and life skills. Furthermore, out-of-school youth often are “policy orphans,†? positioned between sectors with little data, low implementation capacity, lack of interest in long-term sustainability of programs, insufficient funds, and little coordination across the different government agencies. This report provides a diagnostic analysis of the state of out-of-school youth in Sub-Saharan Africa, focusing on the 12- to 24-year-old cohort. This report also examines the decision path youth take as they progress through the education system and the factors that explain youth’s school and work choices. It finds that individual and household characteristics, social norms, and characteristics of the school system all matter in understanding why youth drop out and remain out of school. In particular, six key factors characterize out-of-school youth: (i) most out-of-school youth drop out before secondary school; (ii) early marriage for female youth and (iii) rural residence increase the likelihood of being out of school; (iv) parental education level and (v) the number of working adults are important household factors; and (vi) lack of school access and low educational quality are binding supply-side constraints. Policy discussions on out-of-school youth are framed by these six key factors along with three entry points for intervention: retention, remediation, and integration. This report also reviews policies and programs in place for out-of-school youth across the continent. Ultimately, this report aims to inform public discussion, policy formulation, and development practitioners’ actions working with youth in Sub-Saharan Africa.

Book excerpt: In Sub-Sahara Africa, the sector of informal micro-enterprises (IMEs) is already employing a large share of the labour force in both urban and rural areas. This study reviews the ways in which the owners and workers of IMEs have acquired their vocational and management skills. It reviews the contributions of all the different training providers, including public sector training institutes, private sector training providers, and training centres run by NGOs and other non-profit organizations. The study finds that informal apprenticeship training is by far the most common source of various skills - in some countries it is likely to be responsible for 80-90% of all ongoing training efforts. Informal apprenticeship training presents a number of important advantages. At the same time it has a number of limitations. The study concludes that there is a major challenge to improve the transfer of relevant skills to IME operators, both through pre-employment training and skills upgrading. In view of the scope of the challenge to provide hundreds of thousands IME owners and workers, as well as large numbers of out of school youths with relevant practical and management skills, it suggests to build upon the strengths of the existing practices of informal apprenticeship training and to remedy its weaknesses by involving professional training providers in upgrading its training organization and delivery, quality and efficiency, and final training outcomes. It reviews the results of a number of innovative interventions in different African countries that are working in this direction. Finally, the study suggests that there is an interesting potential in ‘business-embedded training’ provided by private companies as part of their regular business operations.

Financing Vocational Training in Sub-Saharan Africa emphasizes the central role that financing strategies should play in enhancing the effectiveness and efficiency of training systems as a whole, through incentives, greater competition, and the integration of private and public provision. This book describes the emerging consensus about best practice in the financing of training, drawing on experience in Latin America and Asia, and testing this consensus against findings from Sub-Saharan Africa. It sets out the case for financing interventions by governments and scrutinizes the role, and effectiveness, of national training agencies, payroll levies, and alternative transfer mechanisms for institutional funding.
