Book excerpt: One of a series of studies on vocational education and training, this review focuses on the vocational education and training (VET) in Sweden and concludes with policy recommendations. Over recent years, Sweden has launched a series of reforms to enhance involvement of social partners in VET, to increase provision of work-based learning in VET programmes and to promote apprenticeship. Higher vocational education and training launched in 2002 has been expanding. At the same time, numerous sectors are grappling with labour shortages increasing pressure on VET to better match the provision to changing demand for skills; and fewer young people opt for VET programmes than in the past. This report suggests several ways in which the Swedish VET system may respond to these challenges. Sweden may encourage co-operation between schools, for example by linking it to school evaluation and funding criteria. The report also argues that Sweden may further enhance social partners' involvement in VET by creating a framework for systematic social partners' involvement at the local level and by providing social partners with more responsibility over some aspects of VET.

Book excerpt: Rather than a distinct vocational education and training (VET) system, Swedish institutions include VET as part of an educational philosophy stressing equity, integration, and comprehensiveness. The VET system forms part of a comprehensive model of education stressing active citizenship, work life orientation, and preparation for further studies. The radical reform of the upper secondary system in 1991 resulted in decentralization, new curricula, and more individual choice. Measures taken to develop a more integrated system at the upper secondary level include extension of all programs to 3 years and application of a core curriculum approach to both academic and vocational programs. Of the 16 nationally determined programs, 14 are primarily vocational and 2 are focused on preparation for university. Important institutions at the adult and higher education level include vocational programs in municipal adult education, employment training, in-company training, and staff development. Trade unions have their own extensive education programs. The VET system is overwhelmingly publicly run and financed, with very few private providers of training. At the upper secondary level, national tests determine the achievement of quality standards. However, there is no formal system such as tests, diplomas, or national qualifications to recognize the acquisition of vocational skills and competencies. Among current trends influencing the VET system in Sweden are new developments in work and society that form a new context for policy implementation. These new developments include the following: the growth of unemployment, changing skill requirements, a new intercultural context, the challenge of lifelong learning, and deskilling and upgrading. The educational system consists of a grundskol and an integrated upper school combining the gymnasium, vocational school, and the professional school preparing students for subuniversity qualifications. Nineteen higher education institutions are being created. Provision for adult education, which is free, takes many forms. A bill has been implemented that provides for vocational orientation and preparation for the world of work through work experience for all grade levels. Problems of vocational orientation include noninvolvement of teachers, little integration of the work experience into the classroom, insufficient work placements, and disagreements as to the main purpose of work experience. Local school boards are responsible for educating all young people under 18 and may run centers for unemployed youth. These characteristics distinguish the Swedish educational system: education as part of a coherent, planned social strategy to build the ideal society; equality of education for each citizen; emphasis on personal development; relationship with the labor market and economic structure of the country; and centralization.
