Upper secondary education now comprises the new Technical Vocational Schools (TEE) along with the more general Unified Lykeio. Secondary-level vocational training is heavily school-based: certification is awarded on the basis of study time rather than of skills acquired. Post-secondary initial vocational training is offered at the new Institutes of Vocational Training (IEK), which more closely approximate other European systems and involve the social partners in curriculum planning and certification. Continuing vocational training is mainly offered at Vocational Training Centres (KEK). The planned new supervisory body, the National System for the Linking of Vocational Education and Training With Employment, is expected to correct several of the remaining weak points in the country's vocational training system. -- EU Bookshop.

Book excerpt: This document presents an overview of the educational system in Greece, with particular emphasis on vocational training. The monograph is organized in eight chapters. The first two chapters contain general information and statistics on the population and employment in Greece and the economy and labor force. Chapter 3 is an overview of scholastic education and vocational training, including information on the various types of postcompulsory education, such as the general lykeion, technical and vocational schools, technical and vocational lykeions, integrated comprehensive lykeions, the Greek Naval Lykeions for Officer Cadets, middle technical and vocational nursing schools, and apprenticeships; career planning; and nonuniversity higher technical and vocational education. Chapter 4 reports on further education, especially that oriented toward the job market. Chapters 5, 6, and 7 discuss the historical development of the educational system, the authority structure of the system, and the financial structure of the educational system. The final chapter suggests future trends in vocational education in Greece. Statistical data are reported in the appendix, and a list of abbreviations, notes, and a 39-item bibliography are included. It describes the national debate on questions of identification, assessment, and recognition of nonformal learning, including means, motives, and areas of agreement and conflict. Then, it describes existing and proposed methodologies and systems based on viewpoints and debates involving stakeholders. Links between initiatives related to nonformal learning assessment and the national qualification standards/framework are explored, and reference is made to areas of importance and concern. Finally, effectiveness, legitimacy, and validity of existing methods and experiences are assessed, including issues of mobility and visibility. Gaps and weaknesses are highlighted, and reflections on the future are expressed. Findings indicate that the past 3-4 years have witnessed the beginning of an awareness and interest by social partners and the government in Greece to issues related to identification, assessment, and recognition of nonformal learning. There is evidence of an initial level of dialogue on the issue but no coordinated integrated approach. Interest in the issues around nonformal learning focus essentially on recognition of nonformal vocational training and regulation over time of certain professions and trades, in a piecemeal and limited way, with inconsistent outcomes. Book excerpt: Examiners from the Organisation for Economic Cooperation and Development were asked by Greek education authorities, seeking criticism and the assurance that they were on the right road for Greece compared with other countries and running in the right direction, to consider education policies in Greece as they appeared in 1979, a year of many reforms. Part 1 contains the "Examiners' Report." The examiners pinpointed several issues that they considered critically important. They were anxious to know, for example, to what extent K-12 curricula and teaching methods had been modified with the advent of 9 years of compulsory schooling. They raised questions about the efficiency and equity of the selection system. They wanted to know the reasons for creating two types of upper secondary education school and whether the technical vocational type is suitably equipped to challenge comparison with the general education type. They inquired whether the financial and material resources made available were sufficient to make the reforms effective. Part 2 provides the Greek delegation's answers to the examiners' questions. Part 3 contains a summary of the background report prepared for the examiners by the Greek Ministry of Education, describing the education system before and after reforms. (RM)
