Specific topics are as follows: divergent training systems, the teaching profession and teacher training, choice of study by girls, and education in the Flemish and French communities. Because of lack of time and the complex nature of vocational education in the country, only preliminary results are reported. The first three chapters of the report describe training as it exists now. The first chapter discusses three types of vocational training: social advancement training, apprenticeships, and training schemes organized by the national employment office. It also covers two other types of training--evening courses offered by universities, and private courses. Chapter 2 examines training which has been organized by industry, often in collaboration with trade unions, based on data gathered by six exploratory investigations divided between industrial and tertiary sectors. The third chapter describes the measures introduced recently to combat unemployment. The final chapter puts forward a number of questions for discussion, such as: What are the problems of this nebulous educational area? How are they intertwined? and What should be done to obtain better information in order to take action? (KC)

Book excerpt: The EUROTECNET program was implemented to develop and improve vocational training policies and systems to meet the challenges of change in the economic and social situation through the development of innovative responses and actions. Each Member State of the European Community was asked to identify one issue of strategic and critical importance to the vocational training system that would benefit from a focused examination and debate at a national and European level. As a result, a series of conferences was launched in all 12 Member States. Each dealt with a different theme of critical importance for vocational training systems that was likely to benefit from innovative solutions. The discussions focused on the following topics: the learning organization and reinforcement of quality assurance; role of small and medium-sized enterprises (SMEs); identification of individual competencies; a continuum of lifelong learning; involvement of social partners in the strategy for vocational education; and radical change in companies' in-house training. The following conclusions were reached: training was a part of a comprehensive approach to change; the greatest challenge was unemployment; change was posing new challenges for companies; innovation was needed; a new focus on the individual was crucial; employees should have core competencies; SMEs must invest in training; and the concept of partnership between industry and the vocational education and training systems must be applied more broadly. The biggest challenge was the acquisition of the new competencies for general workers. (YLB)

Book excerpt: An international team of researchers studied the following aspects of training in Belgium's motor vehicle repair and sales sector: structure and characteristics; institutional and social context; relationship to Belgium's overall labor market; changing structural, economic, and organizational conditions; and training and recruitment and relationship to Belgium's education system. Data were obtained from a review of government social and labor/employment statistics and from case studies of the four firms: Peugeot Talbot, Volvo, Ford, and Mercedes. Each case study included a general profile of the company, its personnel management and vocational policies, and its provisions for continuing/ongoing training. Belgium's educational system was found to contain at least four different channels by which individuals can prepare for jobs in the sector. Most public-private collaborative training efforts were focused on at-risk groups. In total training activities within the sector, the initiatives taken by motor vehicle manufacturers played the most important role. Training initiatives and policies varied widely by company. Collaborations between different manufacturers appeared to represent a very important option for the future and self-study was increasing in importance. Most manufacturers invested in their own training infrastructures; however, training was also contracted out. (Fifteen tables are included). (MN)

It has three official languages, a large immigrant population with their own languages, and many workers who live in the surrounding countries and travel to Luxembourg to work. The most distinctive feature of its vocational training system is its school-based provision, with theoretical technical and vocational subjects taught alongside general educational subjects, whereas practical instruction for most occupations is provided in the workplace.
