Book excerpt: As Brazil is massively investing in a scale-up of in vocational education and training (VET) through the national flagship program, PRONATEC, this report assesses institutions and policies in VET taking an in depth critical view of upcoming opportunities. It shares international best practices on selected operational issues identified as strategic bottlenecks for the delivery of technical education. The report explores multiple sources of information including a desk review of existing reports and papers, inputs/data provided by the Ministry of Education and interviews with multiple stakeholders and practitioners at the federal and state level. The report highlights the need of promoting a better alignment between the supply and demand of skills at the sub national level and of promoting better a solid monitoring and evaluation system, including the monitoring of student learning and of the trajectories into the labor market or into higher educational degrees. Issues of student career guidance and teacher quality also emerge as areas of strategic importance to the Brazilian VET system in the years ahead. We conclude with specific policy recommendations for PRONATEC.

In The Education of Nations, Stephen Kosack provides a framework for understanding when a government will invest in quality mass education or concentrate on higher education restricted to elites. Drawing on detailed evidence from more than five decades in Taiwan, Ghana, and Brazil - three countries with little in common - Kosack demonstrates that two conditions lead developing nations to invest in mass education. The first of these is an economy in which employers face a shortage of skilled labor that they cannot meet with outsourcing or by hiring foreign workers; the second, and more common, is a government engaging in political entrepreneurship of the poor - developing organizational structures that allow poor citizens to act collectively to support the government. In bringing these conditions to light, The Education of Nations provides a method to explain not only how governments try to distribute educational opportunity, but also the implications for a range of key features of actual education systems, from the relative conditions of schools to the availability of financial aid. Barbara Weinstein examines the vast array of programs sponsored by a new generation of Brazilian industrialists who sought to impose on the nation their vision of a rational, hierarchical, and efficient society. She explores in detail two national agencies founded in the 1940s (SENAI and SESI) that placed vocational training and social welfare programs directly in the hands of industrialist associations. Assessing the industrialists' motives, Weinstein also discusses how both men and women in Brazil's working class received the agencies' activities. Inspired by the concepts of scientific management, rational organization, and applied psychology, Sao Paulo's industrialists initiated wide-ranging programs to raise the standard of living, increase productivity, and at the same time secure lasting social peace. According to Weinstein, workers initially embraced many of their efforts but were nonetheless suspicious of employers' motives and questioned their commitment to progressivism. By the 1950s, industrial leaders' notion of the working class as morally defective and their insistence on stemming civil unrest at all costs increasingly diverged from populist politics and led to the industrialists' active support of the 1964 military coup.

Book excerpt: Vocational education and training (VET) can be difficult to define since it is set in a turbulent and volatile environment marked by national and regional specificities. It can be delivered at different levels and by a variety of providers, including community colleges, colleges of further education, polytechnics and universities, as well as, importantly, private providers. This collection reflects the shifting and often messy conceptualisations of VET. On one level VET can be associated with the education and training of craft/skilled workers, or of those who are being prepared for a particular occupational destiny and specific position in the labour market. In this instance, notions of skill, knowledge and dispositions are significant. On another level, it can raise questions over power and class formation, in addition to the way in which these are mediated or intersect with race and gender. Moreover, there are important political questions addressing the significance of VET in furthering social cohesion and economic regeneration in times of austerity when neoliberalism is hegemonic. The chapters in this book are not all of a piece, but each in its turn raises important questions about VET, its relationship to the economy, as well as its global setting. This book was originally published as a special issue of Globalisation, Societies and Education.
