After description of the FVE sources included in the scope of the code, part 2 presents application criteria for measurement and control of FVE. Part 3 summarizes performance guidelines associated with equipment leak sources. Part 4 highlights methodology applicable to ensure that field monitoring and data gathered meet the requirements of the authority having jurisdiction. Part 5 provides requirements to ensure that the emission monitoring program meets the performance guidelines. Part 6 includes record-keeping requirements, and part 7 contains recommendations for reporting the monitoring program results. The final part recommends good operating practices that will help to implement FVE control in a simple and effective manner. Appendices include additional background data and sample reporting forms.
