Book excerpt: This book explores the role of cultural heritage in post-conflict reconstruction, whether as a motor for the prolongation of violence or as a resource for building reconciliation. The research was driven by two main goals: to understand the post-conflict reconstruction process and to identify how this process evolves in the medium term and the impact it has on society. The Spanish Civil War (1936-39) and its subsequent phases of reconstruction provides the primary material for this exploration. In pursuit of the first goal, the book centers on the material practices and rhetorical strategies developed around cultural heritage in post-civil war Spain and the victorious Franco regime's reconstruction. The analysis captures a discursively complex set of practices that made up the reconstruction and in which a variety of Spanish heritage sites were claimed, rebuilt or restored, and represented - as signs of historical narratives, political legitimacy, and group identity. The reconstruction of the town of Gernika is a particularly emblematic instance of destruction and a significant symbol within the Basque regions of Spain, as well as internationally. By examining Gernika, it is possible to identify some of the trends common to the reconstruction as a whole, along with those aspects that pertain to its singular symbolic resonance. In order to achieve the second goal, the book examines the processes of selection, value change, and exclusionary dynamics of reconstruction. Exploring the possible impact of post-civil war reconstruction in the medium term is conducted in two time frames: the period of political transition that followed General Franco's death in 1975, and the 2004-2008 period when Rodriguez Zapatero's government undertook initiatives to 'recover the historic memory' of the war and dictatorship. Finally, the observations made of the Spanish reconstruction are analyzed in terms of how they might reveal general trends in post-conflict reconstruction processes in relation to cultural heritage. These insights are pertinent to the situations in Cambodia, Bosnia and Herzegovina, Afghanistan, and Iraq.

Book excerpt: After the 1960s, rapid urbanization in developing regions in Latin America, Africa, and Asia was marked by the expansion of low-income "irregular" settlements that developed informally and which, by the 2000s, often constituted between 20-60 percent of the built-up area of metropolitan areas and other large cities. There has been a variety of research directed at the housing policies involved with these informal settlements, yet apart from the activities of Latin American Housing Network (LAHN), there has been minimal attention directed at the earliest portion of settlements that formed some 25-40 years ago that now form a large part of the intermediate ring of the cities. This volume breaks new ground by opening up a new generation of housing policy in Latin America cities with broader application for other developing countries. Its editors bring unique perspectives: Peter Ward coordinates the LAHN, and Edith Jiménez and María Di Virgilio are founding members of the network who have led project teams in Guadalajara and Buenos Aires respectively. Developed as a coordinated collaborative research project, the volume encompasses nine Latin American countries and eleven cities. The editors and contributors offer original perspectives on the policy challenges facing much of the low income housing of Latin American cities; document the changing nature of the "first suburbs"; present comparative survey findings in order to better understand the types of consolidated settlements that exist today; describe the physical nature of the dwellings themselves; identify the reasons behind market dysfunction that impede the operation of consolidated housing informal markets in Latin American cities; and outline a new generation of housing policies that will support the processes of densification, rehabilitation, and regeneration of these settlements. Austrian academic and planner Karl Brunner was hired in Chile, Colombia and Panama from the late 1920s to advise in the professional and academic domains, marking a shift from the so-called École Française d’Urbanisme (EFU) of Haussmannesque descent towards the Austrian-German Städtebau, While coordinating the municipal office and plan for Bogotá, Brunner translated his Manual de Urbanismo – the first textbook published in Latin America about the new discipline and the first to incorporate examples from local cities. Based on his 1924 course at Vienna’s National Faculty of Architecture Brunner’s Manual emphasized the ‘scientific system’ of the discipline. Brunner was the most influential figure of his time in the urban planning of the region, but has become overshadowed by Le Corbusier's and CIAM’s prevailing influence after the Second World War. Complete with a supporting introduction written by Arturo Almandoz, this volume includes the full copy of the original Manual de Urbanismo with an English translation of the synthesis.
