Currently, 1 in 5 households in the region rent their homes, a trend which is most prevalent among the fastest-growing segments of the population, such as young people, single-person households and divorced people. This alternative can therefore help satisfy demand preferences and create greater residential mobility. Also, the quality of rented property is often similar to that of formal homes, even for households in the lowest income quintiles, proving it is an efficient and cost-effective alternative for resolving the qualitative and quantitative housing deficits in the region, suggesting that housing policies linked to better planning and improved territorial organization can lead to more dense, compact cities. For these reasons, the rental market may become a key instrument to compliment the region's housing policy.

While using social justice and the city as our starting point may signal inspiration from Harvey’s (1973) book of the same name, the task of examining the emergence of this concept has revealed the deep influence of grassroots urban uprisings of the late 1960s, earlier and contemporary meditations on our urban worlds (Jacobs, 1961, 1969; Lefebvre, 1974; Massey and Catalano, 1978) as well as its enduring significance built upon by many others for years to come. Laws (1994) noted how geographers came to locate social justice struggles in the city through research that examined the ways in which material conditions contributed to poverty and racial and gender inequity, as well as how emergent social movements organized to reshape urban spaces across diverse engagements including the U.S. Civil Rights Movement, anti-war protests, feminist and LGBTQ activism, the American Indian Movement, and disability access. This book originally published as a special issue of Annals of the American Association of Geographers.

Book excerpt: In the poorest neighborhoods of Santiago, Chile, low-income residents known as pobladores have long lived at the margins—and have long advocated for the right to housing as part of la vida digna (a life with dignity). From 2011 to 2015, anthropologist Miguel Pérez conducted fieldwork among the pobladores of Santiago, where the urban dwellers and activists he met were part of an emerging social movement that demanded dignified living conditions, the right to remain in their neighborhoods of origin, and, more broadly, recognition as citizens entitled to basic rights. This ethnographic account raises questions about state policies that conceptualize housing as a commodity rather than a right, and how poor urban dwellers seek recognition and articulate political agency against the backdrop of neoliberal policies. By scrutinizing how Chilean pobladores constitute themselves as political subjects, this book reveals the mechanisms through which housing activists develop new imaginaries of citizenship in a country where the market has been the dominant force organizing social life for almost forty years. Pérez considers the limits and potentialities of urban movements, framed by poor people's involvement in subsidy-based programs, as well as the capacity of low-income residents to struggle against the commodification of rights by claiming the right to dignity: a demand based on a moral category that would ultimately become the driving force behind Chile's 2019 social uprising.

Diese intergenerationelle Beziehung zwischen der politischen Partizipation von Frauen und der Familie als politischer Kategorie zeigt, dass die Familie ein entscheidender Faktor bei der Entwicklung von Siedlungen unterschiedlicher Intensität und Bedeutung war. Das politische Engagement der Frauen fand während ihres gesamten Kampfes um den Zugang zu Wohnraum statt: Landnahme, Organisation neuer Siedlungen und Erlangung des rechtlichen Eigentums an ihren Grundstücken. Die individuellen und kollektiven Erfahrungen der Frauen zeigen daher einen dynamischen Prozess der politischen Subjektwerdung, der auf dem Anspruch "ein Stück Land für die Familie" basiert.

This book is timely because the recent global economic crisis and Europe’s immigration crisis demand a thorough investigation of the role large housing estates play in poverty and ethnic concentration. Everyday attempts to “ganar la calle” allowed a wide range of urban residents to voice potent political opinions. Santiaguinos marched through the streets chanting slogans, seized public squares, and plastered city walls with graffiti, posters, and murals. Urban art might only last a few hours or a day before being torn down or painted over, but such activism allowed a wide range of city dwellers to participate in the national political arena. These popular political strategies were developed under democracy, only to be reimagined under the Pinochet dictatorship. Ephemeral Histories places urban conflict at the heart of Chilean history, exploring how marches and protests, posters and murals, documentary film and street photography, became the basis of a new form of political change in Latin America in the late twentieth century.
